MISSION CONTEXT
According to the latest World Health Organization update on March 22nd, 2015, a total of 24,872 confirmed, probable, and suspected cases of Ebola and more than 10,000 deaths had been reported in the three West African countries (Guinea, Liberia, and Sierra Leone) where transmission has been widespread and intense.
HI RESPONSE
Direct HI response to Ebola focuses on:
- Ebola Ambulance fleet management in Western Area (Freetown and rural area): The project consists in the transportation of suspected and affected persons from their home to holding centres and/or Ebola Treatment Centres (ETC) and home decontamination to avoid any risk of epidemic spreading. The project is currently managing a fleet of 30 ambulances and a fleet of 15 decontamination cars and teams in all Western Area. The project is supported by a team of 5 managers (expatriates staff) and 250 national staff in charge of the activities running.
- Ebola awareness raising of vulnerable groups (persons with disabilities, sex workers, HIV/AID affected, etc...), either through direct awareness actions with these groups or through sensitisation of stakeholders in the field.
- Consortium with several INGOs, to support the identification and response to protection issues, particularly alerts related to Ebola context.
COMPOSITION OF THE PROJECT TEAM
- You will be under the supervision of the Emergency coordinator
- You will be supervising:
- 1 operational manager, 1 HR/Admin, 1 Logistician, 1 IPC Manager (Infection and Prevention Control)
- Total number of project staff: 250 persons
MAIN RESPONSABILITIES OF THE EXPATRIATE
You will be responsible of the ambulance fleet management project in Sierra Leone, Western Areas:
- To set up and ensure the continuous monitoring of the project; plan, monitor and identify potential obstacles to programmatic success in a timely fashion, and implement corrective actions as needed;
- Participate to the definition, planning and proposal writing of the possible next phases of the project;
- To properly manage the team under your responsibility (1 IPC manager, 1 log/admin, 1 Logistician and 1 operational manager), including regular meetings and guidance, development of individual action plans when necessary;
- To ensure a correct follow-up of the administrative and logistic aspects of the project;
- To supervise the project budget and the follow-up the expenses;
- To regularly report on the activities (statistics, review monthly objectives, situation report, PM box, etc.) as per requested by the Emergency Coordinator;
- Ensure external coordination and partnership operational management;
- Ensure external (Donor reports) reporting of the project ;
- Ensure a smooth coordination with the other HI projects (referral system and tools, etc);
MAIN TASKS OF THE EXPATRIATE
Ensure existence and proper use of follow up tools and procedures through the supervision of the IPC Manager, the project log/admin, the field logistician and the field operational manager for all aspects of the project:
- Fleet management
- Stock management
- Decontamination activities
Ensure transportation of patients and house disinfection activities are implemented as per the SoP’s validated by official bodies, in coordination with the National Ebola Response Committee (NERC):
- Ensure all workers all properly trained for their tasks, apply the SoP’s linked to their activities and realize their activities respecting safety procedures in collaboration with the IPC Manager of the project;
- Ensure the availability of all material and resources needed to be able to implement those SoP’s in collaboration with the Logistics Manager of the project;
- Ensure administrative and human resources tools and procedures are in place in collaboration with the HR/Admin Manager;
Ensure the coordination with all actors especially the District Ebola Response Committee (DERC) and NERC, international actors such as MSF, Centre for Disease Control, WHO, PLAN/ADRA (shared fleet management site), the logistic cluster, treatment/holding centers…etc.
CANDIDATE PROFILE
- You have a Project Manager diploma AND/OR Master in Humanitarian Assistance or similar
- You are at least experienced of 2 years of professional experience in project management in emergency context
- Your experience in WASH project would be an asset.
- As an expert of project cycle management, planning and monitoring tool, you have to be able to launch and lead a project
- You have proven skills in team management
- You demonstrates strong coordination and negotiation skills
- You are flexible, able to work in team and to work under pressure.
- You have strong interpersonal and intercultural skills.
REQUIRED LANGUAGE SKILLS:
For this position, it is required to have an excellent written and spoken level in English.
JOB CONDITIONS
- You will be based in Freetown office
- Status: salaried contract
- Salary : from 2050€ to 2400€ depending on the experience of the candidate) + 457€ expatriate allowance + high level cost of life allowance
- Start: 15/04/2015
- Duration: 3 months on the field + 21 days out of Sierra Leone
- Living conditions: guesthouse shared with other expatriates (no charges)
- Social insurance: 100% covered
- The contract length includes 21 extra days that the expatriate will spend out of Sierra Leone (mainly in Europe), to ensure the coverage of any health issue after the mission.
- A Rest and Recuperation (R&R) travel outside the country is provided every 8 weeksBecause of the Ebola context and safety concerns, the position is unaccompanied.
