Assistant Analyst, Civil Society Engagement

Role Overview

The European Bank for Reconstruction and Development (EBRD) is an international financial institution founded in 1991. As a multilateral developmental investment bank, the EBRD uses investment as a tool to build market economies. Initially focused on the countries of the former Eastern Bloc it expanded to support development in over 30 countries from central Europe to central Asia as well as in southern and eastern Mediterranean.
Within the External Action and Partnership group in VP Policy, the Civil Society Engagement (CSE) Unit manages the Bank’s institutional relations with civil society stakeholders through the facilitation of an on-going engagement with (NGOs), policy think-tanks, academic research institutes, women’s groups, professional associations and other civil society organisations (CSOs). The Unit contributes to enhancing the Bank’s transparency and accountability and incorporating civil society’s input in the Bank’s decision making processes. The Unit advises relevant Bank’s teams on civil society issues, conducts outreach and disseminates information about the EBRD’s activities to civil society stakeholders, as well as facilitates the dialogue and consultations with civil society regarding the development of the Bank’s policies, strategies and projects. Since 2013, the Unit manages technical cooperation projects to build the capacity of local CSOs and community groups as part of the Civil Society Capacity Building Framework. It operates in close cooperation with the Banking Department, Environment and Sustainability Department (ESD), Political Counsellors, Donor Co-Financing (DCF), and other teams.
The Civil Society Engagement Unit is seeking to fill an Assistant Analyst position on a short-term (23 month) and part-time (50%) basis starting in Q1 2016. The Assistant Analyst will be required to carry out certain tasks which may include one or more of those detailed below:
Accountabilities & Responsibilities
  1. Media/social media monitoring – monitor and report to the team on current and developing activities of civil society stakeholders related to the work of EBRD;
  2. Research and analysis – conduct research and draft analytical pieces for review by the managers on issues related to civil society, including democracy and human rights, transparency and governance, environmental and social issues, etc.
  3. TC coordination – conduct administrative and technical aspects of the preparation and implementation of Technical Cooperation (TC) projects under supervision of the managers
  4. Event management – assist the team in organising the annual Civil Society Programme at the Bank’s Annual Meeting, meetings with CSOs during Board Consultation Visits and Country Strategy reviews, as well as other consultation workshops as required;
  5. Web products and updates – assist the team in preparing the quarterly EBRD-CSO Newsletter and updating the content of the EBRD-Civil Society web pages on the internet and intranet;
  6. EBRD-Civil Society database and CSO information request database – verify and update the existing records and input new records;
  7. Any other ad hoc tasks as required.
Knowledge, Skills, Experience & Qualifications

The Civil Society Engagement Unit is therefore seeking an Assistant Analyst with the following qualifications and competences:
  • Post-graduate experience in a relevant environment/institution.
  • Degree and a relevant post graduate degree (international relations, environment, business or social sciences) or equivalent work experience.
  • Good knowledge and/or understanding of the civil society sector; familiarity with the countries where the EBRD invests in an asset.
  • Good research, analytical, drafting and organisational skills.
  • Conscientious, reliable and flexible with a professional attitude.
  • Strong team player, able to integrate into a small team and capable to liaise with different departments within the Bank.
  • Ability to work sensitively and effectively in a multicultural environment.
  • Good communication skills. Fluent English both written and spoken. The knowledge of local languages in the EBRD region (Russian, Arabic, French, etc.) would be an advantage.
