Objectives
The main objective of the consultancy is supporting UNICEF in effectively piloting and generating evidence that contributes to strengthening the CBE and lifecycle approach to better serve the more disadvantaged girls and boys in the under-served districts. Specifically, the consultancy aims to achieve the following:
- Effective project management and strengthened monitoring and evaluation systems of the two pilot projects relating to complementary basic education and the lifecycle approach.
- A significant contribution to evidence generation to support learning across districts and programmes in support of promoting social and gender equity in basic education.

- Overall management and coordination of the identified UNICEF pilots
1.1. Manage planning and budgeting, tracking expenditures in the partnership;
1.2. Coordinate the timeline of all project activities, ensuring everyone is aware of their responsibilities and completes by the required date.
1.3. Support implementation in pilot districts with planning processes and monitoring, including supply and contractual services;
1.4. Develop and ensure timely delivery of internal and donor reports and inputs in line with the respective requirements;
1.5. Overall grant management and liaison with relevant sections within UNICEF’ and liaise with donors where appropriate.
- Support learning, data analysis and evidence generation
2.1. Support the process of identifying and contracting the selection of technical consultants/consultancies required for the project; as well as provide a technical quality assurance function for deliverables where relevant;
2.2. Responsible for all aspects of project learning – through background data analysis and communication;
2.3. Work with implementing partners on production of suitable documentation for external audiences;
2.4. Ensure information is shared within UNICEF
Reporting
· The consultant will report to the Education Specialist, UNICEF Accra.
· The consultant will work closely with the education team in the Tamale field office as well as the implementing partners.
Payment schedule
· The consultant shall be paid on a monthly basis after submission of satisfactory monthly progress report. A detailed work plan with specific monthly deliverables will be developed and agreed upon.
· The fee rate shall be determined by HR in line with the experience that the consultant will have and UNICEF rules and regulations.
Expected background and experience
· A degree in Education, Social Sciences, Development Studies or other relevant disciplines
· Minimum of 2 years’ experience in project management and/or practical expertise in planning, research, monitoring and evaluation of education programmes.
· Familiarity and experience in Ghana and/or in Africa is required; and being currently based in Ghana is desirable;
· Excellent command of written and spoken English
· Familiarity with UNICEF business procedures is desirable;
General conditions of work
Procedures and Logistics:
· The consultant may be expected to use his/her own computer.
· The assignment requires some field visits. The logistics and costs of the field visit outside of Accra will be covered by UNICEF.
· When in the field on official travel, the Consultant will have access to UNICEF transport if available. When transport is provided by UNICEF, the mode of transport would be determined by UNICEF and in line with applied procedures
· Unless authorised, UNICEF will buy the tickets of the consultant. In exceptional cases, the consultant may be authorised to buy their travel tickets and shall be reimbursed at the “most economical and direct route” but this must be agreed to beforehand.
Policy both parties should be aware of:
· Under the consultancy agreements, a month is defined as 21 working days, and fees are prorated accordingly. Consultants are not paid for weekends or public holidays.
· Contractors are not entitled to payment of overtime. All remuneration must be within the contract agreement
· No contract may commence unless the contract is signed by both UNICEF and the Consultant or Contractor
· For international consultants outside the duty station, signed contracts must be sent by fax or e-mail. Signed contract copy or written agreement must be received by the office before Travel Authorization is issued
· Consultants will be required to sign Health Statements for consultants/Individual Contractors prior to taken up the assignment, and to document that they have appropriate health insurance, including medical evacuation
· The Form Designation, change or revocation of beneficiary’ must be completed by the consultant upon arrival at the HR section
· Consultants will not have any supervisory responsibilities or authority on UNICEF budget
