TOR for Endline Survey for maternal and reproductive health project in Nkhotakota district, Malawi

1. INTRODUCTION

With funding from Merck for Mothers and Scottish Government, Concern Worldwide Malawi is implementing a maternal and reproductive health project in Nkhotakota district from 2013 – 2016. The project is designed to reduce maternal morbidity and mortality through the following strategic objectives (SOs):

1. Improved utilization of high quality maternal & reproductive health services through increased availability and accessibility of services
2. Improved utilization of high quality community-based family planning services, including youth friendly reproductive health through increased availability and accessibility of services
3. Improved government and traditional leadership structures and community members to plan, manage, support and monitor key maternal and reproductive health activities

A total of 33,514 women of child-bearing age are expected to benefit from a full package of community-based health and facility level interventions in three of seven Traditional Authorities (TAs) in the district: Malengachanzi, Mwadzama and Mwansambo.

As the project is nearing a close, Concern seeks to conduct an endline Knowledge, Practice, and Coverage (KPC) survey to assess uptake of key interventions, and provide end-of-project data against key project indicators.

1. PURPOSE & TASKS

The purpose of this consultancy is to provide leadership in the project endline survey and ensure the quality of the survey design, data collection, data entry and analysis, and final report.

Data collection will be done using Concern’s digital data gathering (DDG) methodology, which includes the application of an online (pre-designed) survey, and collection using Samsung tablets.

Specific tasks for this consultancy include the following:

Survey Design

1. Liaise with the Concern Malawi Programmes Director, Health and Nutrition Coordinator, and IT Officer to review the digital survey questionnaire on the DDG devices (tablets) and ensure no additional edits are required
2. Using 30x10 cluster sampling methodology, establish sampling framework
3. Communicate logistical requirements for the survey, including number of enumerators to be recruited and field work schedule, with the in-country Program Manager
4. Ensure quality control of both the English and local language (if needed) versions of the questionnaire

Data Collection

1. Oversee the training of all enumerators
2. Pre-test the survey instrument
3. Oversee field data collection, including adherence to sampling methodology and completion of survey tools
4. Manage quality control of data collection

Data Analysis

1. Complete analysis of data sets for all project indicators provided in Attachment 1.
2. Write survey report

Outputs

• Final, cleaned dataset in Excel
• Updated M&E framework[1] with endline values included
• Survey report in English (maximum 25 pages) with an executive summary (max 2 pages)
• LOCATION AND TIMEFRAME

This consultancy is based at Concern Worldwide Malawi and will include field work (data collection) in Nkhotakota district. Data collection may take place at the end of January and/or beginning of February.

All final deliverables must be received by 19th February 2016.

1. MINIMUM QUALIICATIONS FOR CONSULTANT
2. Demonstrated experience managing large scale household surveys from start to finish
3. Well organized and able to oversee enumerators
4. Skilled data analyst
5. Familiarity with digital data collection
6. English fluency and strong writing sills
