OVERVIEW OF THE POSITION
Somalia ratified the United Nations Framework Convention on Climate Change (UNFCCC) in July 2010 and is committed to meeting its obligations to the Convention.Article 12.5 of the UNFCCC requires non-Annex 1 Parties (except those least developed countries) to make their initial national communication (INC) “withing three years of the entry into the force of the Convention for that Party, or of the availability of financial resources. The main objective of initial communication is to enable the Country to fulfil its commitments and obligations as required by Articles 4.1 and 12.1 of the UNFCCC, especially the preparation and reporting of its initial national communications as required by Article 12.1 (a), (b), (c) of the Conventions based on the recommended guidelines and format for non-Annex I Parties. Given the weak baseline with respect to national capacities to undertake the preparation of the INC, Fedeal Government of Somalia, through the Office of the Prime Minister, our client and their partner are mobilising expertise to enable the country to meet its commitment, while bulding upon on-going and past activities. The INC will be designed in accordance with the Decision 17/CP.8 Guidelines for the preparation of national communications.
INC for Somalia will contribute to the global effort to better understand the sources and sinks of greenhouse gases, potential impacts of climate change, and provide effective measures to achive the ultimate objective of the UNFCCC, which is “to stablize greenhouse gas concentrations in the atmosphere at a level that would prevent dangerous anthropogenic interference with the climate system”.
In line with the INC guidelines and agreed objectives, the Federal Government of Somalia and our client require services of a Coordinator in the Office of the Prime Minister reporting to the State Minister for Environmental Affairs. The Coordinator will be responsible for the day-to-day management, coordination and supervision of the implementation of the INC activities.
GENERAL FUNCTIONS
The objective of the assignment is to effectively coordinate and implement the activities leading to final Initial National Communication (INC) for Somalia.
§ Supervise and ensure the timely implementation of the INC relevant activities as scheduled in the working plan.
§ Prepare a detailed work plan for the INC and draft terms of reference for the subcontracts (in consultation with the Steering Committee and our client).
§ Compile the scope and content of the overall INC report and relevant sections in consultation with Zonal Climate Change Coordinator(s) and Technical Coordinators of the Thematic Working Groups (TWGs).
§ Identify and hire/subcontract the national experts and institutions (in consultation with the Steering Committee and our client).
§ Supervise and support staff national consultants who are recruited to provide technical assistance.
§ Organise and supervise the workshops and training needed as part of INC.
§ Liaise with the relevant ministries, national and international research institutes, NGOs, and other relevant institutions in order to involve their staff in INC activities, and to gather and disseminate information relevant to the INC.
§ Prepare periodic progress reports.
§ Identify the follow up activities and mobilizes other resources at the extent possible.
§ Ensure that approaches used for compiling, archiving, updating, and managing the assessments under the INC are consistent with the project document.
§ Identify and ensure synergy of the INC with other relevant ongoing/new projects
§ Ensure that the INC process is in the line with guidance provided by the Conference of Parties (COP) of the UNFCCC and contributes to the improvement of the UNFCCC reporting process.
§ Organize and facilitate inception workshops to introduce broad stakeholders to the INC process and to identify members for Thematic Working Groups (TWGs).
§ Provide training and support to TWGs on INC processes and timelines
§ Collect, analyse and synthesize information for Chapter 1 on National Circumstances of the INC.
§ With support, lead the establishment of a permanent institution, the Center for Climate Mitigation, Research and Communication (CCMRC), to be established under the federal government of Somalia. This includes recruiting, office set-up, development of TORs, and other duties.
§ Seek funding sources for the long-term sustainability of the CCMRC.
§ Ensure that the GHG-TWG is well coordinated and that various experts and Task Leaders are communicating regularly and that reports are not duplicating efforts.
§ Help in the organization and facilitation on sensitization workshops on Climate Mitigation and Sustainable Development.
§ Compile information by working closely with the National Capacity Self-Assessment GEF funded project to develop the INC chapter on capacity building needs, options and section of the INC.
§ Carry out a Technology Needs Assessment for input into the cross-cutting information chapter of the INC.
§ Meet with experts involved in the INC process and understand the financial, technical and capacity needs for preparation of the Second National Communication and prepare the Chapter for the INC.
§ Compilation and final review of the INC
Monitoring and Progress Controls
§ Activity plan, time frame and deliverables would be agreed among the Minister of State for Environmental Affairs and Coordinator on a monthly basis.
§ The terms of payment of services would be on a monthly basis.
§ Minister of State for Environmental Affairs will certify to our client on the release of payments along with monthly report on key activities.
Final Product/Deliverables
§ Initial National Communication (INC) for Somalia Commitment under the UN Framework Convention on Climate Change.
ESSENTIAL EXPERIENCE
Education:
§ An advanced degree (M.Sc. or equivalent) in Environmental Management or other relevant field to INC
Work Experience:
§ A minimum of 10 years of working experience in the areas relevant to climate change or environment, with relevant experience of successful leadership in the design and execution of international projects related to climate change or environment.
§ A demonstrated ability in managing projects, and in liaising and cooperating with all project personnel including government officials, scientific institutions, NGOs and private sector.
§ Familiar with objectives and activities developed under the UNFCCC is mandatory.
§ Evidence of high level government engagement on strategic planning and programmes formulation relating to development policies, legislation, regulatory frameworks etc.
§ Experience of working in Somalia.
Language Requirements:
§ Strong written and spoken Somali and English skills are essential.
Other Information:
§ The coordinator will be required to have a personal laptop computer.
§ The coordinator should be willing to live in Mogadishu and travel to different States of Somalia.
