Private investment in Infrastructure & Natural Resources is essential to the promotion of successful and sustainable economies in low and middle income countries around the world, and accounts for approximately 20% of IFC’s overall investment portfolio. Promoting private investment in the power sector across emerging market is a top strategic priority for IFC and the World Bank Group, with an annual investment volume of cUS$ 3bn p.a., including mobilization of third party investors. IFC is seeking to recruit a Senior/Principal Energy Sector Specialist in its Global Power Group. This group is responsible for setting IFC’s overall investment strategy in the power sector and, in coordination with the Regional Industry Departments (LAC, EMENA, Africa and Asia), supports the sourcing, execution and supervision of power sector transactions around the world.
Duties and Accountabilities
- Work with multidisciplinary teams in business development activities, as well as the screening, evaluation, structuring, negotiation and supervision of IFC’s investments.
- Identify and analyze key sector trends, market dynamics and electricity sector laws and regulations, and work with the teams to assess the impact on specific IFC investments, supporting investment teams as required throughout the project lifecycle, from origination to commitment and asset supervision.
- Analyze the regulatory context of strategic electricity markets for IFC, and/or as needed in the context of an IFC investment, and engage with internal and external stakeholders (particularly government representatives) – as required – to make recommendations regarding potential requirements for sector reform.
Selection Criteria:
- At least 15 years of private sector experience in the commercial and regulatory aspects of regulated and deregulated power markets. Experience in a private sector company (operator) will be considered a plus.
- Proven experience in drafting and negotiating power purchase agreements (PPAs), gas supply agreements (GSAs), and transacting energy in deregulated wholesale electricity markets (Day Ahead Markets and Spot Markets).
- Experience in the preparation of electricity sector laws and regulations, including electricity trading arrangements and regulatory support schemes for renewable energy, is also a requirement.
- Extensive knowledge of regulated markets and/or sub-sectors is desirable, particularly with respect to transmission and distribution tariff design and regulation, together with experience in the design and implementation of sector wide reforms.
- Bachelors of Science in Electrical or Mechanical Engineering degree required, together with Masters in Economics or MBA in Finance from a leading international institution.
