JOB CONTEXT:
Handicap International (HI) has been present in South Sudan since 2006, implementing Emergency and Development programs aimed at protecting and promoting the rights of persons with disability and other vulnerable groups in the country. On 15 December 2013, violence broke out in South Sudan’scapital Juba, quickly spreading to Jonglei, Unity and Upper Nile states. Despite different cessation of hostilities agreements, 23months into the crisis conflict between government and opposition forces continue and negotiations are now stalled. As a result, tens of thousands of civilians have been killed, up to 1.5 million have been internally displaced and additional half million have sought refuge in neighboring countries and infrastructures have been destroyed, plunging the country into a severe humanitarian crisis.
Following the violence that erupted in the young country, HI is currently focusing its emergency response on addressing the needs of the most vulnerable. HI is mainly targeting persons the most at risk of exclusion of humanitarian aid via a large system of identification, direct support and referral: persons limited in their autonomy due to a physical, sensorial or intellectual impairment (adults, children), Isolated persons like children or women head of household, with special attention to isolated women with children (disabled or not), elder people isolated or within the family, pregnant and lactating women, persons with chronic disease.
JOB DESCRIPTION:
Under the responsibility of the Emergency coordinator and in close cooperation with the rest of the HI team and related advisors, your main responsibilities are:
  • To ensure the elaboration, the monitoring of the activities including quality monitoring, and using the appropriate HI guidelines and technical tools and following the donor requirements.
  • To ensure a smooth co-ordination mechanism between the project’s components under your responsibility and the other project potentially developed by HI within the country and mainly with the emergency team.
  • To take actively part in the hiring of the project teams (job description, network identification, technical interviews, etc.)
  • To properly manage the team under your responsibility, including regular meeting and guidance, development of individual plans of action when necessary
  • In coordination with the logistic and administrative department, to ensure a correct follow-up of the administrative and logistic aspects of the project
  • To monitor the project budget and to follow-up the expenses
  • To regularly report on the above activities (statistic, review monthly objectives, etc.) as per requested by the emergency coordinator, the program director and the technical advisor
  • In coordination with the Emergency coordinator, to represent Handicap International in the project area with any relevant stakeholders, local, national and international partners, local and provincial authorities in order to facilitate the implementation of project activities
CANDIDATE PROFILE:
You have/You are:
  • Degree in Project Management
  • At least 1 or 2 experiences on project management with an experience in conflict/post-conflict environments
  • Ability to develop and maintain effective work relationships with a variety of stakeholders
  • Strong computer skills
  • Self-motivated and ability to work with minimum supervision.
  • Strong in setting priorities and reaching targets.
  • Flexibility, patience and perseverance
  • Good interpersonal skills with people from different national and cultural backgrounds with sensitivity and diplomacy.
  • Able to work in hardship area
Would be an asset:
  • Experience in South Sudan/ East African context.
  • Experience in gender based violence, child protection and / or psychosocial projects.
  • Knowledge of community mobilization
REQUIRED LANGUAGE SKILLS:
Excellent communication skills in English (verbal and written) including the ability to write reports, to document good practices and lessons learnt.
JOB ENVIRONMENT:
Juba is the capital of South Sudan and accessible by commercial flights and by road. Road movement is generally unadvisable, due to general security situation and poor road conditions. Internal flights operated by UNHAS connect Juba with major cities and key sites across the country for development and humanitarian activities. The office and the Guesthouses are separated in Juba. Both premises are in the center of Town. The accomodation in Juba is simple but comfortable.
Since the recent crisis, a temporary security level 3 has been established for the H.I mission with restrictions of movments and a curfew in Juba. This level could be updated in these next weeks.
EMPLOYMENT CONDITIONS:
Salary: “2000-2400” € gross salary/month + 457 Euros net/month expatriation allowance + 50% of the medical cover taken in charge by HI + repatriation insurance
Volunteer: 750 or 850 Euros monthly indemnity + living allowance paid on the field + accommodation + 100% of the medical cover taken in charge by HI + repatriation insurance
