Job Purpose
Based at WHO’s headquarters in Geneva in the Director General’s Office, the Coordinator – Coordinated Resource Mobilization Unit (CRM) is responsible for leading WHO's corporate resource mobilization efforts.
The Department of Coordinated Resource Mobilization was established in response to the recommendations of the WHO Task Force on Resource Mobilization and Management Strategies, to strengthen coordinated resource mobilization in WHO. CRM leads a global coordinated resource mobilization network to foster strategic, consistent and coordinated resource mobilization in support of WHO's Programme Budget.
Responsibilities
The duties of the role include:
- Implementation of the WHO resource mobilization strategy.
- Coordination of the Global Resource Mobilization Coordination Team (GRMCT).
- Fostering and strengthening of relationships and dialogue with partners and contributors.
- Communication with partners and contributors on key messages related to financing of WHO.
- Analysis and communication of funding trends and intelligence.
- Promotion of organization-wide coherent resource mobilization efforts.
- Development and communication of WHO's resource mobilization policy and related business rules.
- Ensure consistency in negotiation of contributor agreements across the Organization, including development of standard contributor agreements when necessary.
- Advising and supporting regional offices and clusters on resource mobilization and relations with contributors, including problem solving in reporting.
- Leadership of the project team for the organization of the biennial WHO financing dialogue.
- Ensure regular updates and development of the WHO programme budget web portal.
- Any other duties, as assigned.
Required Qualifications and Experience
Education:
Master's degree from a recognized university in the field of development studies/management/ international relations/public health/economics or other social or health sciences.
Experience:
Essential: At least 10 years of experience in fundraising/resource mobilization or related fields such as external relations/international relations/ communications/public relations, and experience in management and administration of which at least five years should be in fundraising. Considerable experience in writing and editing.
Desirable: At least five years of experience in the United Nations system.
Knowledge, Skills and Languages:
- Extensive knowledge in the fields of international development and resource mobilization.
- Knowledge of health development, related socioeconomic issues and assessment strategies.
- Experienced in negotiations with high-level governmental and nongovernmental partners; effective working relations with multidisciplinary and multicultural teams.
- Ability to identify and act on opportunities in a complex and competitive resource mobilization environment.
- Adaptable and able to work effectively with fundraising systems and contributor organizations at all levels of complexity, and communicate credibly with departments inside WHO.
- Ability to guide, support and encourage colleagues to work towards common goals.
- Ability to plan and organize large-scale meetings.
- Excellent interpersonal and diplomatic skills in dealing with numerous contacts.
- High-level skills in: effective oral and written communication and presentation.
