You are an experienced operations manager with hands-on accountancy and financial management experience. You are flexible and you enjoy having variety in your work and working in different programme countries. Working with colleagues all around the world gives you energy. As the Roving Operations Manager (ROM) you will work in (former) war zones which requires a high level of flexibility in terms of physical movement from country to country often on a short notice. Occasionally between field assignments you work at head office in Amsterdam on a variety of financially oriented projects. You are part of the International Programmes department and you report to the Manager International Programme Support. You liaise with the Director Finance & Operations Support, Country Directors (CD), Field Location Managers (FLM), and with other colleagues in the programme countries and at head office (mainly those of support departments such as Finance, HR, grant management, procurement and ICT).
Your challenge
As part of the International Programme Support team, you support the country teams and partners in the field of operations. This includes Finance, Human Resources, Information & Communication Technology, Logistics, Security and office management. You have an important role in building capacity of operations staff of in the War Child country offices and of partners. You monitor and ensure compliance with War Child guidelines and policies.
There are three possible assignments of the ROM:
- Replacement of the country Operations Manager:
In case there is no Operations Manager in the country, the ROM temporarily fills the gap and takes the role of Operations Manager. In this case, the ROM is responsible for (interim) management of operations in the country. In this scenario, the ROM is part of the country management team (CMT). - Support of country Operations Manager:
The ROM may be appointed to a country to support the country Operations Manager in the field of Operations in general or on a specific task. - Assignments at Head Office in Amsterdam:The ROM may be asked to support activities or projects at Head Office.
The ROM will be mainly based in the different field locations up to 80% of your time, depending on local requirements.
Your profile
- Knowledge of financial management and administration (minimum BSc level), and preferably in HR, Logistics, Procurement and/or ICT;
- A minimum of 5 years of relevant experience of which 2 years in a management position within an international (NGO) environment;
- Proven field experience of at least 1 year in a developing country and/ or (post) conflict country is a must;
- Working experience in short term assignments (consultancies, interim positions etc.);
- Experience in training and coaching;
- Hands-on experience in working with automated accounting systems;
- Experience in working with international institutional donors, such as EC, UN, DFID, etc.;
- Strong planning and organizational skills;
- Result focused and cost-conscious;
- Ability to effectively liaise with colleagues in diverse multi-cultural environments and to adjust quickly to different (cultural) environments;
- Required: fluency in English (verbal and written);
- Fluency in French, Spanish or Arabic is an asset;
- Full flexibility to travel and be assigned abroad almost continuously (typically 3-8 months per assignment) unaccompanied by family.The organisationWar Child is a young and dynamic organization.
