Position Summary
Freedom House is recruiting a Gender and Youth Specialist (“GYS”) for an anticipated two-year program to support gender and youth activities during Kenya’s 2017 election period. The GYS will work closely with the Chief of Party in overseeing all programmatic activities aimed at promoting women and youth participation and inclusion in the 2017 elections and will ensure gender is integrated across all components of the program.
The Gender and Youth Specialist will ensure that programmatic approaches for activities under the elections program adequately, effectively, and responsibly reflect the interests of women; youth; and other traditionally marginalized groups as an integral part of each activity design, in a culturally sensitive and results-oriented manner. The Gender and Youth Specialist will also lead implementation of activities promoting women and youth participation and inclusion in Kenya’s 2017 election.
This position will be full-time (contingent upon donor funding), based in Nairobi, Kenya and will report to the Director for Africa Programs.
Minimum Qualifications
- Bachelor’s degree, Master’s preferred, in gender studies, sociology, political science, international development, or related field required.
- Minimum five (5) years’ experience working with civil society and specifically women and youth groups in Kenya or a similar context. We strongly prefer experience working on USAID and other USG programs and experience working in the democracy, rights, and governance sector (and, in particular, on human rights programs).
- Extensive past experience working on donor-funded international development projects with a significant focus on gender integration, youth, and social inclusion.
- Strong interpersonal skills, demonstrated ability to create and maintain effective working relationships with local partners, government officials, as well as in-country and foreign experts.
- Demonstrated ability to mobilize communities and encourage the inclusion of marginalized groups.
- Demonstrated experience in developing activity work plans, budgets, implementing programmatic activities, and providing short-term technical assistance.
- Knowledge of USAID rules and regulations, and other donor approaches to civil society development;
- Demonstrated commitment to effective and inclusive development.
- Excellent oral and written communication skills in English.
- Ability to work well in a team environment, and to work effectively with local civil society organizations and other beneficiaries, and well as with donors and project staff.
- Ability to use the following: MS Word, Outlook, PowerPoint, and Microsoft Excel.
Essential Duties and Responsibilities
- Provide overall technical direction and oversight of programmatic activities to support youth and women’s participation and inclusion in Kenya’s 2017 election;
- Network and liaise with consultants, members of the government, civil society organizations (especially youth and women’s groups), international and regional bodies, and private funders;
- Monitor and evaluate processes, contribute to the development of annual work plans, performance monitoring systems and tools, and write progress, quarterly and final program reports.
- Design women- and youth-focused program activities that are technically sound and effectively address the needs of women and youth.
- Coordinate with and support the Monitoring and Evaluation (M&E) team in establishing and implementing gender-sensitive monitoring, evaluation, and reporting systems, including working with the M&E team to ensure data is sex and age dis-aggregated and analyzed regularly.
- Orient and train project staff on gender integration/social inclusion sensitivity and approaches.
- Other related duties as assigned.
