In the run up to the Sustainable Development Goal period, GBCHealth has developed a new financing initiative to ensure the private sector can fully contribute to driving improved health and development results. This initiative, called the Health Credit Exchange (HCX), pools private sector resources and funds and pays providers (e.g. program partners, typically on-the-ground NGOs) for the achievement of performance-based outcomes. The HCX aims to fill gaps in health financing and ensure these investments are aligned closely with national and global policy, while, at the same time, providing catalytic funding for credible and innovative program partners.
Position Overview
The Monitoring and Evaluation Officer will be based in New York City. The Health Credit Exchange (HCX) is a GBCHealth-led platform that connects business to credible and innovative health and wellness programs operating in high-need settings. Private contributions are pooled in a Donor Advised Fund and paid to providers for the achievement of specific performance-based outcomes. Through the HCX, companies receive verified and attributable data on how their contributions drive results. Providers receive catalytic funding, non-prescriptive, results-based funding. This flexible capital allows providers (who are typically implementing NGOs working with the most vulnerable populations in low-resource settings) to make essential system investments in local capacity building, facility improvements, improving supply chains, procurement and/or incentive payments to health providers.
The Monitoring and Evaluation Officer will contribute to the development, launch and success of HCX by focusing on two aspects of the platform:
- Manage M&E strategy and planning with those NGO/implementing partners selected to join the HCX
- Support overall M&E efforts for the HCX initiative itself, including implementation of the social performance evaluation process for the entire portfolio
The Officer will report to GBCHealth’s Director of Innovative Financing.
Responsibilities
Manage M&E strategy, planning and implementation with those NGO/implementing partners selected to join the HCX:
- Provide technical support to NGO/implementing partner Program Leads to co-design indicators and performance targets for programs selected to be on the exchange
- Assess management information systems of partners and evaluate existing program M&E for indicator relevance/compatibility with HCX
- Analyze data collection methodology and confirm consistency of raw data on results of HCX programs
- Support program partner audit if results are inconsistent
- Work with NGO/implementing partner Program Leads to develop social impact reports to corporate funders
- Serve as an M&E resource to NGO/implementing partners
Support overall M&E efforts for the HCX initiative itself, including implementation of the social performance evaluation process for the entire portfolio:
- Partner with Program Director to develop HCX M&E strategy, working in collaboration with GBCHealth’s senior management team, HCX’s Advisory Committee and other key stakeholders
- Lead the development of M&E tools, processes and indicators for HCX
- Test internal social performance indicators to measure impact across HCX portfolio
- Create HCX social performance scorecard for internal evaluation by GBCHealth leadership and Board
- Research and disseminate latest trends in M&E including knowledge sharing, modeling, and auditing techniques to the HCX team. Collaborate with other organizations to identify best practices for impact measurement. Write up project results and present findings
- Serve as internal M&E resource for GBCHealth
Required Skills and Experience
- Course work or experience in public health, economics, science, political science or related field
- 2-3 years of experience in non-profit or business, public health or medical institutions (internship experience will be considered)
- Knowledge of monitoring and evaluation methodologies i.e., both quantitative and qualitative data collection, processing and analysis; knowledge of the types of public health programs (e.g. maternal and child health promotion, nutrition, HIV, TB, malaria prevention and management) likely to be featured on the HCX
- Experience working with and maintaining good relationships with international counterparts and beneficiaries (e.g. International and local NGOs, donor and government representatives)
- Ability to multi-task and function under pressure in fast-paced, dynamic environment; detail orientation
- Project management experience
- Excellent interpersonal skills, including persuasive verbal and written communication in English
- Energetic, passionate individual with experience working in a multicultural, multilingual and international setting
- Strong computer skills including experience analyzing data using statistical software and managing databases
Preferred Skills and Experience
- Advanced degree in public health, economics, science, political science or related field with three to five years of experience, at least one year of which should be in low and middle income countries (LMICs) (internship experience will be considered)
- Experience providing monitoring and evaluation technical support to public health programs in LMIC settings
- Knowledge of sampling and questionnaire design is a plus
- Background in business, social enterprise or experience working in a business a plus; desire to gain experience in private sector engagement in global health, including innovative financing approaches
Fellowship Logistics
During the fellowship year, all fellows are provided with:
- A pre-tax living stipend of $1100/month
- Housing and utilities

- A professional development grant of $600
- An award of $1500 upon successful completion of the fellowship year
- Travel costs covered to and from placement site, training and retreats
Living and Working in the United States: Fellows are provided with housing and utilities during the fellowship year. Housing arrangements vary based on location within the country. Fellows placed at GHCHealth will live with other fellows in a furnished apartment in New York City, New York, an urban center.
