General introduction

The following are eligible to apply:

Staff members with at least five years of continuous service with the Office are encouraged to apply and will be given special consideration at the screening and evaluation stage.

In accordance with the Staff Regulations and letters of appointment, successful candidates for positions in the Professional category would be expected to take up different assignments (field and Headquarters) during their career, the desirable length of an assignment in any specific position being two to five years, following which the incumbent should be willing to move to another assignment and/or duty station.

The specific language requirements for this position are detailed hereunder. Candidates whose mother tongue is not one of the ILO working languages (English, French and Spanish) shall possess a fully satisfactory working knowledge of at least one of the working languages in order to apply. INTRODUCTION
The position is located in the Green Jobs Unit (GREEN, which is part of the ENTERPRISES Department. The Department's overall mission is the promotion of sustainable enterprises for decent work. The Department hosts and supports the ILO's Office-wide programme on Green Jobs which researches, articulates and operationalizes the linkage between climate change, environmental sustainability and decent work.

The 2013 ILC Conclusions on Sustainable Development, Decent Work and Green Jobs and the subsequent Action Plan adopted by the Governing Body and the Green Centenary Initiative of the Director General constitute the mandate and operational strategy of the Programme. The ultimate goal is to mainstream sustainable development and a low-carbon economy in ILO's vision, strategic objectives and support to constituents in member States.

The Green Jobs Programme assists governments, employers' and workers' organizations through generating knowledge and analytical tools, offering policy advice, assistance and capacity building for implementing practical measures . The Programme has fostered a growing, collaborative network among ILO staff of DWTs, Country Offices, the ITC ILO in Turin and relevant HQ Departments.

International partnerships include ITUC and IOE, as well as with UNFCCC and the OECD's Green Growth programme. The Partnership for Action on Green Economy (PAGE - involving the ILO, UNEP, UNIDO, UNITAR and UNDP) has become an important vehicle for joint UN technical assistance to countries adopting green economy policies and strategies.

The incumbent leads the Green Jobs Unit in the coordination of the Office-wide Green Jobs Programme. This includes reinforcing the ILO's knowledge base, developing sound policy advice, expanding partnerships and designing and implementing technical cooperation programmes on green jobs, the green economy and climate change.

The incumbent works under the supervision of the Department Director.
Description of Duties
Specific duties

1. Lead the Green Jobs Unit in the Enterprises Department and serve as facilitator for the Office-wide ILO Global Programme on Green Jobs, including guidance on conceptual and strategy development, communication between participating units and staff members at headquarters and in the field, coordination of implementation, knowledge sharing, representation of the Programme and reporting to senior management and the Governing Body. This includes acting as the focal point for Office-wide programmes and initiatives on Green Jobs - both at headquarters, in the regions and by ITC Turin - and providing guidance, enhancing coherence and improving the effectiveness of ILO's Green Jobs programme as a whole.

2. Coordinate the review, analysis and articulation of existing policy advice, action programmes and instruments relevant for the promotion of Green Jobs as part of the Decent Work agenda, in particular by supporting constituents in applying the 2015 Policy Guidelines for a Just Transition. Develop, design and roll out related programmes to strengthen the capacity of constituents for the promotion of Green Jobs.

3. Review and promote national institutional frameworks conducive to the effective promotion of Green Jobs and integrate Green Jobs strategies into national climate change response policies, broader sustainable development frameworks, employment and social protection policies, sustainable enterprise development strategies, skills upgrading and sector development strategies.

4. Represent the ILO and participate actively in high-level national and international policy processes and conferences to articulate and advocate ILO's role in the promotion of Green Jobs, including in the UN System working bodies under the High Level Committee on Programmes to support the implementation of climate change agreements, in the United Nations Framework Convention on Climate Change (UNFCC), the UN Environmental Management Group as well as with donors and regional organizations.

5. Lead the design of high quality technical advisory missions and projects for Green Jobs promotion as part of Decent Work Country Programmes; review, submit and negotiate proposals and their funding, in particular the Partnership for Action on Green Economy (PAGE); ensure the technical follow up of approved projects and evaluate their efficiency and effectiveness.

6. In cooperation with concerned ILO departments, field offices, ITC-Turin and external partners, in particular UNEP, develop and implement a coherent and sustainable resource mobilization strategy to: embed the Green Jobs Programme in the ILO Programme and Budget; and to attract substantial extra-budgetary funding in close cooperation with headquarter and field units as well as external partners, in particular UNEP.

7. Design and lead a Knowledge Management strategy for Green Jobs promotion and ensure operational linkages with other knowledge management initiatives, within and outside the ILO's Policy Portfolio, with ITC Turin and with key UN and donor agencies. Develop guidelines and training manuals on strategies to promote Green Jobs generally and in key economic sectors as well as adaptation to climate change.

8. Prepare ILO reports and formulate recommendations and guidelines for discussion by the constituents, and contribute to strategic reviews and technical meetings.

9. Initiate, supervise and coordinate research pertaining to the promotion of Green Jobs and to Decent Work and environmental sustainability carried out by technical officers and external collaborators.

10. Undertake other responsibilities as required within the Department and the ILO Policy Portfolio.

These specific duties are aligned with the relevant ILO generic job description, which includes the following generic duties:

1. Lead, organize, plan, supervise and control the work of a technical unit (including managerial functions).

2. Design and promote a wide range of special subject-matter-related programmes, This involves analysis of complex or conflicting data, statistics, information or policy guidelines in a manner requiring the advanced application of principles of a recognized technical specialization.

3. Develop and review an institutional framework, in which social partners can best improve, implement and evaluate efficient and equitable ILO action programmes.

4. Assume full responsibility for policy formulation and providing policy advice to ILO's constituents on institutional strengthening, the application of ILO standards and the promotion of technical cooperation activities.

5. Develop project design, review proposals, formulate, revise and submit project proposals and negotiate funding.

6. Evaluate the efficiency and effectiveness of the project activities.

7. Lead technical advisory missions.

8. Conduct seminars, workshops and technical meetings.

9. Prepare recommendations and guidelines for discussion and adoption as ILO recommendations on related technical fields.

10. Write manuals and training guides on related topics.

11. Disseminate information on action programmes through publications and press releases as well as ensuring representation at donors' meetings, international, regional and national fora and advocacy campaigns.

12. Monitor and coordinate research carried out by junior technical officers and external collaborators.

13. Provide technical inputs to office documents (sector meetings, technical committees)
Required Qualifications
Education
Advanced university degree with demonstrated expertise in economics, business management, natural resource or environmental management or related discipline with demonstrated expertise in issues pertaining to sustainable development and decent work.
Experience
Ten to fifteen years' experience of which at least seven years at the international level in the area of climate change, environment, sustainable development policies, employment policies and/or enterprise promotion. Experience as a manager and leader of a team of development professionals; experience in the formulation, negotiation, implementation and evaluation of technical cooperation programmes; a track record of resource mobilization and building and sustaining effective partnerships across relevant technical fields

Excellent command of one working language of the Organization and a good working knowledge of at least one additional working language.
Competencies 
In addition to the ILO core competencies, this position requires:

Proven ability to think strategically and to lead and inspire a team of professionals from varying technical disciplines for effective team working.

Up-to-date knowledge of international best practices in Green Jobs development in the context of sustainable development and green growth as well as of relevant ILO tools and policies.

Demonstrated ability to conceptualize and integrate Green Jobs related strategies within wider policies for the promotion of Decent Work, in particular those related to climate change and the achievement of national sustainable development goals.

Excellent communications and networking skills including proven ability to build and sustain strategic partnerships and linkages.

Demonstrated technical expertise to devise new methods, concepts, approaches and techniques, leading to the development of ILO standards and technical guidelines.

Ability to prepare ILO reports on employment-related strategies, skills development and enterprise promotion.

Proven ability to provide policy advice and to manage large integrated technical cooperation programmes and projects.

Demonstrated ability to communicate with a variety of audiences (both specialized and non-specialized); good inter-personal skills and ability to liaise and cooperate with other members of a team.

Ability to work in a multicultural environment and demonstrate gender-sensitive and non-discriminatory behaviour and attitudes.
Additional Information:
Evaluation (which may include one or several written tests and a pre-interview competency-based assessment centre) and the interviews will tentatively take place between February and May 2016. APPENDIX II CONDITIONS OF EMPLOYMENT
- Any appointment/extension of appointment is subject to ILO Staff Regulations and other relevant internal rules.
- The first contract will be issued for a twelve-month period (for Geneva-based positions) and a twenty-four month period (for non Geneva-based positions)
- A successful external candidate will be on probation for the first two years of assignment.
- Any extension of contract beyond the probation period is subject to satisfactory conduct and performance.

Please note that the above salary levels are determined according to the criteria established by the International Civil Service Commission. The ILO is international public sector employer and salary and other employment conditions are not negotiable.

Other allowances and benefits subject to specific terms of appointment:
  • Children's allowance (except for the first child if the dependant rate of salary is paid in respect of that child);
  • Children's education grant (per child per year);
  • Pension and Health Insurance schemes;
  • 30 working days' annual leave;
  • Assignment Grant;
  • Entitlement to transport expenses of personal effects;

Salaries and emoluments are exempt from taxation by the Swiss authorities and, on the basis of international agreements or national law relating to presence or residence abroad, are generally exempt from taxation by other governments. In the absence of exemption, in most cases tax paid will be reimbursed in accordance with an ILO document which will be supplied upon request.

While the successful candidate will be initially working in Geneva, he/she may be assigned to any duty station designated by the Director-General of the ILO.
