Program Officer - Africa

Position Summary
Under the direction of the Senior Program Manager, the Program Officer will assist in all aspects of the program. The tasks of the Program Officer will include, but are not limited to: backstopping overseas projects in Central and West Africa, program design and implementation, fundraising, advocacy, and other duties as assig ned. This position is based in Washington, DC and reports to the Senior Program Manager for Africa programs.
Minimum Qualifications
  • Bachelor’s degree or equivalent experience required in political science, international relations, human rights, international development, or related field
  • Four to six years of work experience required
  • Experience in research and writing on human rights and/or democracy issues
  • Strong ability to communicate effectively in English and French, both verbally and in writing required
  • Experience living and/or working in Africa preferred, with special emphasis on West Africa preferred
  • Knowledge of and demonstrated interest in Africa
  • Knowledge of general office management concepts
  • Knowledge of US government and international funding sources and program management
  • Ability to effectively write proposals, reports, procedures, maintain documentation and complete required forms
  • Ability to utilize necessary office equipment and computers
  • Knowledge of Microsoft Word, Excel other computer programs a plus.
Some Duties and Responsibilities
  • Design, manage, and supervise all program aspects of multiple grants including work plan Oversees the day-to-day management of current projects
  • Organizes program activities in the US and Africa, including but not limited to conferences, meetings, and coordination of Listservs
  • Write initial drafts of reports, funding proposals, and other information on Freedom House projects.
  • Provide initial review, and if necessary, recommend corrections and/or amendments to Program Manager on all reporting.
  • Manage and track expenses, including filing monthly and quarterly financial reports
  • Research new funding, project, and advocacy opportunities
  • Develop and maintain copies of up-to-date program information (1-pagers, brochures, lists of grantees and project activities, etc.)
  • Maintain Africa Department database contacts
  • Represent Freedom House at DC events/meetings relevant to program, notify field staff prior to event, and brief field staff afterwards
  • Serve as internal point of contact for proposal preparation and submission
  • Support Freedom House’s ongoing advocacy of democratic governance and human rights issues through occasional contribution to Freedom House publications, articles, and press releases
  • Assist in reviewing survey reports for African countries.
  • Provides project content updates for web site
  • Possible travel to Africa
  • Other duties as assigned.
