Senior Education Specialist for Curriculum and Teacher Training

POSITION SUMMARY
The Senior Education Specialist for Curriculum and Teacher Training will provide technical leadership on curriculum and teacher training design and development for the USAID funded Mali Education Recovery Support Activity (ERSA). The Senior Education Specialist provides overall technical expertise on the expansion of equitable access to formal and non-formal education, pupil and teacher well-being, teacher professional development, L1 and L2 language acquisition; girls education, education in conflict and fragile contexts, education policy. The Senior Education Specialist provides overall technical and administrative leadership and expertise for the education results under the direction of the Chief of Party who serves as a key liaison with USAID, the GOM, and partners on technical matters; represents the activity at sector technical working group meetings and liaises with partners and staff conducting implementation to achieve results. He/she shall ensure that program components are results-oriented; ensure high quality technical deliverables that feed into reporting are timely and focused on result. He/she will lead the development of the quarterly reports to USAID.
ESSENTIAL FUNCTIONS
The person in this position is expected to communicate clearly and courteously; to develop and maintain positive relationships with clients, consultants, collaborators, co-workers, field sites, and funders; and to work respectfully with EDC colleagues. The job requires adherence to EDC policies & procedures.
Providing technical leadership to the ERSA project, the Senior Education Specialist for Curriculum and Teacher Training:
  • Strategizes, sets technical priorities and in conjunction with Chief of Party
  • Leads the development, monitoring and implementation of technical priorities and reviews technical progress and monitors technical deliverables
  • Leads the adaptation and design of the Year 1 and 2 basic education curriculum for Accelerated Learning Programs (ALPs)
  • Leads the adaptation of the PAJE youth basic education, life skills, entrepreneurship course modules
  • Leads the review of current instructional materials and identify gaps in content, pedagogy, and assessment and build the capacity of local counterparts in curriculum and materials development.
  • Oversees technical coordination; secures consensus about priorities and competing workload demands
  • Ensures that gender and conflict sensitive content is integrated into the ALP and OSY curricula, pedagogical approaches and teacher training.
  • Supervises the positions of Conflict, Gender, Teacher Coaching Specialists, and the mLearning Coordinator.
  • Identifies the need for and manages short-term technical expertise and consultancies
  • Leads the preparation of the quarterly reports for the donor.
  • Partnering successfully with Chief of Party and home office project director and with Center, Business Services, expatriate and local staff
  • Helps represent EDC and the project in the host country, interfacing with the ministry, or other government leaders, the funder, and others; builds positive client, vendor, and funder relations
  • Demonstrates diplomacy and leadership to foster an atmosphere of teamwork, productivity, creativity, fairness, equity, and innovation, in support of EDC’s commitment to diversity
  • Negotiates and mediates effectively
  • Interacts with large numbers of program participants or team members, guiding feedback exchanges, facilitating problem-solving, and providing expertise
  • Troubleshoots problems and proposes solutions
  • Fosters excellent communications among all parties, including with EDC home offices
  • Conveys organizational philosophy and values
QUALIFICATIONS
This position requires educational achievement; excellent writing skills; demonstrable initiative, creativity, and flexibility; ability to work independently and effectively in groups; and strong interpersonal & organizational skills. Specific requirements:
• Master’s degree or equivalent
• PhD preferred
• With Master’s degree, 7–10 years related experience, including a minimum of 5 years supervisory/project management or program development experience
• With PhD, 5–7 years related experience (as above)
• Specific technical expertise relevant to the projects, programs and operations
• Outstanding leadership skills
• Excellent analytical skills and aptitude for details
• Capacity to work in difficult conditions and function well under pressure
• Proficiency in English and French required
• International experience required; experience in a developing country required
