General introduction

The following are eligible to apply:

Staff members with at least five years of continuous service with the Office are encouraged to apply and will be given special consideration at the screening and evaluation stage.

In accordance with the Staff Regulations and letters of appointment, successful candidates for positions in the Professional category would be expected to take up different assignments (field and Headquarters) during their career, the desirable length of an assignment in any specific position being two to five years, following which the incumbent should be willing to move to another assignment and/or duty station.

The specific language requirements for this position are detailed hereunder. INTRODUCTION
The position is located in the Small and Medium Enterprises Unit (SME) of the ILO's Enterprises Department (ENTERPRISES). Within the Department's mandate to promote sustainable enterprises, the SME unit seeks to unlock the potential of creating more and better jobs in small businesses - a sector which provides the bulk of all employment. The unit is working with governments, social partners, the private sector as well as other relevant stakeholders and partners on improving the enabling environment - including for enterprise formalization, delivering entrepreneurship education and training, integrating small enterprises into local and global value chains, and improving working conditions and productivity in SMEs (for more details see www.ilo.org/sme).

A key line of activity of the unit is enabling environment for sustainable enterprises which increasingly includes enterprise formalization in line with Recommendation 204concerning the Transition from the Informal to the Formal Economy and Sustainable Development Goal 8 of Agenda 2030 (for more details see: www.ilo.org/eese). This work on enabling environment includes policy, legal and regulatory provisions that influence the conditions for the establishment, formalization, growth and sustainability of enterprises. Outcomes are achieved through applied research, technical advice, the delivery of training and other support to ILO constituents, practitioners and policy makers.
The position will report to the Global Coordinator for Enabling Environment for Sustainable Enterprises and Enterprise Formalization in ENTERPRISES/SME.
Description of Duties
Specific duties

1. Develop evidence-based recommendations to policy makers and social partners on how to improve the enabling environment for sustainable enterprises. This includes: assessing the policy environment, undertaking and organizing research, translating findings into policy advice, proposing implementation strategies, contributing to evidence based advocacy and delivering related capacity building.

2. Develop, test and deploy an ILO methodology on enterprise formalization, including a solid knowledge base on what works and documentation of good practices, a results chain, advocacy and a product to build the capacity of social partners and develop policy advice based on the analysis of causes of, responses to and best practices of formalizing different economic units.

3. Support constituents in the application of the methodology, in particular through integrated enterprise development projects in cooperation with enterprise field specialists.

4. Play an active role in identifying specific opportunities for resource mobilization and contribute to formulating project proposals for submission to public and private donors. Maintain relations with partners and follow up on joint activities.

5. Contribute to monitoring operational activity in the area of enabling environment, in particular regarding enterprise formalisation; collect and disseminate information on impacts via different channels ( such as website, publications, international fora).

6. Generate and share knowledge on enabling environment and enterprise formalization in cooperation with the ILO's Global Enterprise Team, other ILO units in Headqarters and in the field as well as other technical agencies.

7. Perform other duties as may be assigned by the Global Coordinator.

These specific duties are aligned with the relevant ILO generic job description, which includes the following generic duties:

1. Design and promote a wide range of special subject-matter-related programmes, This involves: re-analysis of complex or conflicting data, statistics and information or policy guidelines, in a manner requiring the advanced application of principles of a recognised technical specialisation.

2. Develop and review an institutional framework, in which social partners can best improve, implement and evaluate efficient and equitable ILO action programmes.

3. Provide policy advice to ILO's constituents on institutional strengthening, the application of ILO standards and the promotion of technical cooperation activities.

4. Formulate and submit project proposals and seek funding.

5. Evaluate the efficiency and effectiveness of the project activities.

6. Undertake technical advisory missions independently or in collaboration with other specialists.

7. Conduct seminars, workshops and technical meetings and training courses.

8. Prepare draft recommendations and guidelines for discussion and adoption as ILO Recommendations or Conventions on related technical fields.

9. Write manuals and/or training guides on related topics.

10. Disseminate information on programmes through publications and, press releases, as well as ensuring representation at donors' meetings, international, regional and national fora and advocacy campaigns.

11. Monitor and coordinate research carried out by junior technical officers and external collaborators.

12. Provide technical inputs to office documents (sectoral meetings, technical committees, regional meetings and conference reports).

13. Participate in tripartite reviews on technical cooperation activities and international meetings and conferences.
Required Qualifications
Education
Advanced university degree in economics, business or public administration, social science or other related field with demonstrated expertise in the field of enterprise development.
Experience
Eight years' experience in the field of fostering a business environment and/or enterprise formalisation at the national level or five years at the international level. Demonstrated experience in applying project cycle management and practical knowledge about monitoring and evaluation.

Excellent command of one working language of the Organization. Good working knowledge of another working language of the Organization. Proven ability to draft high quality reports in English.
Competencies 
In addition to the ILO core competencies, this position requires:

Technical competencies: Ability to synthesize research and reach conclusions on related subjects; provide advice on best practices, to address broader issues; contribute to formulating new concepts and methodologies; develop training materials, alternative courses of action, project proposals, policy, procedural matters and present them; produce reports (e.g. technical reports, technical publications and training manuals) and have a basic understanding of evaluating and monitoring technical cooperation activities and projects. Excellent writing, communication and presentation skills round up the profile.

Behavioural Competencies: Strong client orientation; strong orientation to learning and knowledge sharing, negotiation skills, strong relational skills to ensure effective coordination with partners from different sectors and countries. The ability to work in a multicultural environment and demonstrate non discriminatory and gender-sensitive attitudes are also required.
Additional Information:
Evaluation (which may include one or several written tests and a pre-interview competency-based assessment centre) and the interviews will tentatively take place between February and May 2016. APPENDIX II CONDITIONS OF EMPLOYMENT
- Any appointment/extension of appointment is subject to ILO Staff Regulations and other relevant internal rules.
- The first contract will be issued for a twelve-month period (for Geneva-based positions) and a twenty-four month period (for non Geneva-based positions)
- A successful external candidate will be on probation for the first two years of assignment.
- Any extension of contract beyond the probation period is subject to satisfactory conduct and performance.

Please note that the above salary levels are determined according to the criteria established by the International Civil Service Commission. The ILO is international public sector employer and salary and other employment conditions are not negotiable.

Other allowances and benefits subject to specific terms of appointment:
  • Children's allowance (except for the first child if the dependant rate of salary is paid in respect of that child);

Salaries and emoluments are exempt from taxation by the Swiss authorities and, on the basis of international agreements or national law relating to presence or residence abroad, are generally exempt from taxation by other governments. In the absence of exemption, in most cases tax paid will be reimbursed in accordance with an ILO document which will be supplied upon request.

While the successful candidate will be initially working in Geneva, he/she may be assigned to any duty station designated by the Director-General of the ILO.
