Influence the development of regulation for rail and road
The Office of Rail and Road (ORR) is the independent safety and economic regulator for Britain's railways and the independent monitor of Highways England. We are here to ensure the network operates safely, reliably and provides value for taxpayers and customers.
About the role
Our Strategy & Policy Unit is a small, flexible team that works closely with the Chief Executive and Board. In this important role, you’ll work on projects that address the challenges faced by the sectors we oversee, for example: How should publicly-owned infrastructure be regulated? And how can you improve incentives for efficiency? It’s a great opportunity to influence the development of economic regulation, and to bring tangible benefits for customers, taxpayers and the economy. You’ll co-ordinate a variety of projects, working with a wide range of experts from the fields of economics, engineering, finance and law. With their input, you’ll ensure that policies are sufficiently developed and that decision makers have the information they need.  This role will see you translating Board strategy into measurable activities and reporting back to the Board on the progress of its agenda. You’ll also ensure our policy chain is of the highest quality and act as an advocate for ORR, championing independent regulation.
About you
To excel in the role, you must be both analytical and skilled in strategic policy-making – ideally in a complex, fast-paced environment. Thanks to this background, you’ll be quick to grasp policy context, confident working with economic concepts and data. Articulate and good with people, you can work with a variety of contacts, and write and present persuasively. You’re also able to manage a busy workload and keen to work with a varied project portfolio. A strong academic track record in an economics-related discipline is desirable. 
If you have an economics background, you may be able to request associate membership of the Government Economic Service. The Service will help you develop as an Economist, with training and networking opportunities. Please indicate in your application if you’re interested in this option.
