INTRODUCTION The position is located in the Small and Medium Enterprises Unit (SME) of the ILO's Enterprises Department (ENTERPRISES). Within the Department's mandate to promote sustainable enterprises, the SME unit seeks to unlock the potential of creating more and better jobs in small businesses - a sector which provides the bulk of all employment. The unit is working with governments, social partners, the private sector as well as other relevant stakeholders and partners on improving the enabling environment, delivering entrepreneurship education and training, integrating small enterprises into local and global value chains, and improving working conditions and productivity in SMEs (for more details see www.ilo.org/sme). A key product of the Small Enterprise Programme is the "Start and Improve your Business " (SIYB) management training programme. The position will coordinate the SIYB programme and explore new fields of activity linking Business Development Services (BDS) to finance and high growth SMEs. Description of Duties Specific duties 1. Under the guidance of the Global Coordinator, lead ILOs work on entrepreneurship and SME management training. This includes improving tools and systems as well as looking at the linkages of management training services to sectoral and value chain development approaches, the linkages of business training to finance, business opportunities in environmental goods and services, to workplace practices and other areas relevant to ILOs mandate. It also includes new practices in identifying and assisting high growth SMEs. 2. Advance the adoption of the DCED results measurement standard in collaboration with selected ILO projects globally. This includes internal advocacy for more rigorous M&E systems as well as technical assistance in developing project results chains and mechanisms for providing credible evidence on job creation and job quality improvement. Provide support to other specialists of the Small Enterprise Team in developing M&E systems and in using common indicators for results measurement. 3. Sustain and grow the global outreach of ILOs main global start-up and management training programme, Start and Improve your Business- SIYB. This includes advising field offices and projects on how to execute the roll-out of enterprise management training systems with a variety of national partners, ranging from labour and economic ministries to employers and workers organisations as well as private consultancy firms and educational institutions. It further encompasses delivering training and capacity building for Master Trainers and implementation partners, in collaboration with ILO field offices, projects and in coordination with the ITC ILO in Turin 4. Fundraising: Identify opportunities for technical cooperation project proposals, formulate submissions to public and private donors, identify potential new donors, negotiate with donor's representatives and play an active role in resource mobilisation. Maintain relations with key donors and follow up on joint activities. 5. Support implementation of and fundraising for ILOs activities in the areas of business management training, results measurement and linkages to financial services, involving travel to field offices and projects. 6. Conceptualize and draft key guidance for ILO job creation and private sector development work. This should include the ability to mainstream gender in ILO entrepreneurship tools and interventions. Develop new intervention models seeking to increase financial sustainability of interventions and impact on jobs and poverty in line with Sustainable Development Goal 8. These specific duties are aligned with the relevant ILO generic job description, which includes the following generic duties: Generic duties 1. Undertake research and prepare analytical reports on selected subjects within the area of technical competence. 2. Assess country experience (on selected topics) with a view to identifying best practices in finding solutions to problems identified. 3. Provide technical inputs (articles, reports) for regional, country or related sectoral analyses, ILO reports and publications. 4. Provide technical backstopping, project implementation and monitoring. 5. Undertake missions for the purpose of providing technical recommendations on selected topics following ILO established guidelines, manuals and standards. 6. Monitor and coordinate research carried out by external collaborators. 7. Act as focal point on a specific field of specialisation. 8. Participate in training seminars and workshops as resource person. 9.
