Options Consultancy Services seeks candidates for a DFID-funded project in Ethiopia that aims to increase resource mobilisation for health through innovative domestic financing and promote financial risk protection for households through insurance and other risk pooling mechanisms.
Job profile
Delivery Expert / Practice Leader: Under the leadership of the Health Transformation Team Lead, the Delivery Expert will support and build leadership capacity of the Ministerial Initiative for Transformation (MiTU) at different levels (Federal, Regional, Woreda) to implement and champion the Transformation Agenda with a focus on increasing the quality and equity of health services and strengthening accountability through strategic use of evidence to improve health services. The Expert will also support the MiTU to identify and recognise role models at Federal, Regional, Woreda and Kebele levels and use learnings to scale up best practice and facilitate peer-peer learning and motivation.
Responsibilities
The project will provide technical assistance to the Federal Ministry of Health (FMOH) to:
- Implement the Health Sector Transformation Plan
- Ensure safety and quality of health products and services
- Implement Ethiopia’s National Health Financing Strategy, including improving domestic financing for health
- Refine and scale up community-based and social health insurance schemes.

Person specification
- Master’s degree in Public Health or relevant health sector discipline
- At least six years years of experience
