Proposal Objective:
The purpose of this anticipated one-year and one option year project is to provide services to conduct various studies and evaluations (initially in West, East and Central Africa) including baseline surveys, population-based surveys, end-line studies, evaluations (primarily performance evaluations) and thematic studies for the USAID’s Office of Food for Peace (FFP). The knowledge gained from these evaluations is intended to be communicated and applied throughout the program cycle, to be able to provide a better understanding of how FFP projects are functioning, whether the projects are achieving targeted results, how the projects are perceived by the primary stakeholders, and whether approaches, methods and interventions promoted by FFP are cost-efficient and effective.
Position Description:
SI is seeking a full-time Senior Survey Method Specialist to coordinate and manage up to 15 population-based household surveys over the project’s period of performance. The Specialist will work closely with a core team, including a Data Analyst, Senior Evaluation Specialist and Quantitative Study Specialist, and report to the Chief of Party. The Specialist will supervise and manage all local survey teams, and will be expected to provide quality assurance. The assignment is one base year (12 months), with one option year, and s/he will be based in Arlington, VA.
Responsibilities:
· Design, manage, and coordinate population-based household surveys.
· Supervise and conduct quality assurance of local survey collection including survey coordinators, monitors, country operation managers and CAPI experts.
· Analyze population-based household socio-economic survey data.
· Provide key inputs to project reports.
Qualifications:
· Master’s degree in statistics, econometrics, bio-statistics, survey methodology, epidemiology or other relevant field of study.
· At least 12 years of experience in designing, managing, leading, and coordinating representative population-based household surveys in developing countries.
· Extensive knowledge of and experience in sample design for complex surveys and complex survey data analysis.
· Extensive experience with the design and development of quantitative survey instruments.
· Excellent writing and organization skills and a demonstrated ability to deliver a high-quality written product.
· Experience in analyzing population-based household socio-economic survey data collected from developing countries.
