Technical Officer, P-2, 71434, Health and Technology Centre - UNICEF Supply Division, Copenhagen
Purpose of the Position:
The position is situated in Health Technology Center / cold chain unit, The incumbent will work under the direct supervision of the P3 Technical Specialist.
Under the general guidance of the Technical Specialist, provides advice on technical issues related to the supply of cold chain equipment. The Technical Officer supports UNICEF's ability to strengthen country capacity in the area of cold chain products and supplies
Key Expected Results:
Strengthens the technical capacity of UNICEF Country Offices to respond to external technical enquiries for cold chain equipment.
On request, helps with the implementation of a regular quality monitoring system for a selected range of cold chain products including field performance evaluation.
Monitors that technical specifications are updated and maintained for cold chain.
Assists with technical adjudication of RFQ/ITB/RFPs on cold chain.
Prepares analyses of UNICEF cold chain supply, background information, recommendations for improving the suitability and range of products, resulting in more appropriate equipment, better delivery and fit for purpose.
Maintains continued technical support to country offices when the Technical Specialist is on field support missions.
Based on the review of technical and commercial aspects provided by country offices prepare summaries for the Technical Specialist to expedite the process for Local Procurement authorizations.
Key Accountabilities and Duties & Tasks
The main results will be improved service and support to UNICEF country Offices and internal and external partners supporting governments to strengthen their capacities in cold chain management.
Having sufficient capacity in Supply Division in this area will lead to the supply of more appropriate equipment, shorter delivery times, lower cost , better post procurement follow up and greater satisfaction among customers,. It will contribute to enabling countries to be prepared to handle the larger scope of vaccines in an efficient manner.
Qualifications & Competencies of Successful Candidate:
Education
A completed 1st University degree (Bachelor's degree) in Electrical & Refrigeration engineering or other technical related field such as for example Mechanical engineering, Thermo dynamics, is required.
Experience
Minimum two years of progressively relevant professional experience including extensive hands-on working experience with cold chain equipment, is required.
Experience in institutional procurement of cold chain products is an asset.
Experience in UNICEF (WHO, WB) or other partner, is desirable.
Language
Fluency in English is required.
Knowledge of another UN language (preferably French) is an asset.
Technical Knowledge
Technical understanding of cold chain equipment.
Current knowledge of the latest developments and technology in the field of work.
Computer skills, including internet navigation and various office applications.
Ability to provide technical support to countries and partners.
Strong Technical and communications skills required written and spoken.
