Mission of the Position:
The MENA Head of Department Emergency Response is responsible for coordinating and directing the MENA Emergency Response department and is responsible for providing advice, support and surge capacity for emergency response programmes in Member Association countries in the region. S/he is responsible for leading on the development of emergency response interventions in the region, monitoring the humanitarian situation and global trends that may affect countries in the MENA as well as supporting to ensure adequate funding is secured to implement high quality, accountable responses. Operationally s/he supports the development and monitoring of emergency programmes, building capacity of Member Associations and MENA Emergency Response team members. S/he is responsible for ensuring that the strategic direction of SOS CVI emergency programmes in the region are aligned to international emergency response plans such as the 3RP, UNHCR and OCHA Country Plans etc.
Job Description Summary:
- Responsible for ensuring efficient and accountable in-field operations through the supervision of the MENA Region Emergency Response Advisors/Coordinator(s) responsible for coordinating the field Project Advisors/Coordinators;
- Together with the MENA IOR Finance Department, responsible for ensuring funding transfers are traceable and correctly utilized according to project budgets and outlines;
- Together with the MENA IOR Finance Department, responsible for monitoring and approving adjustments to project spending;
- Responsible for reporting to the IDR and the International Director of Emergency Response on any important issues occurring in the field programmes that need high-level decision-making stakeholders involved;
- Responsible for ensuring good PSA relations and institutional and PSA donor reporting is completed timely;
- Responsible for elaborating project templates and procedures for use both in the IRO and in the field;
- Responsible for elaborating policy and position papers;
- Responsible for meeting the training needs of MA teams in ERP project cycle management, child protection in emergencies;
- Responsible for ensuring PSAs receive project information when requested;
- Actively involved in establishing links and working relationships with international coalitions working in the MENA region;
- Actively involved in the recruitment of Project Advisors/Coordinators in the field;
Requirements:
§ Education to Master’s degree level preferably in social sciences
§ At least seven years experience of emergency, humanitarian and development issues with increasingly progressive responsibilities
§ Proven programme & project cycle management skills
§ Excellent organizational skills
§ Proven stakeholder engagement
§ Excellent communication and interpersonal skills;
§ Proven leadership skills
§ Capacity building experience
§ Ability to work under pressure, prioritizes well and meet deadlines
§ Willingness/ability to travel extensively, at short notice and in unstable conditions;
§ Languages: English. Arabic and French highly desirable
