Organ: The General Secretariat directs all the administrative and financial aspects of the Union's activities, including the implementation of the provisions of the administrative regulations on operational questions, the dissemination of information on telecommunication matters for operational and other purposes, the provision of legal advice to the Bureaux of the Union and the departments of the General Secretariat, logistic support to the Union's activities including conferences, the coordination of the work of the Union with other international organizations, the dissemination of information to the Member States and Sector Members, press, corporate and individual users of telecommunications and the general public. The General Secretariat is also responsible for the organization of world telecommunication exhibitions and forums. |
Organization Unit: Within the General Secretariat, the Human Resources Management Department (HRMD) advises the Secretary General on human resources management and facilities management. It manages ITU's resources ensuring consistency with ITU strategies, policies, regulations and rules as well as UN Common System policies. It efficiently manages the human capital and physical assets of the Union; creates a stimulating and supportive work environment and encourages organizational creativity and performance measurement based on results. |
Duties / Responsibilities |
The post is under the direct supervision of the Deputy Chief of the Human Resources Management Department (HRMD). The incumbent performs the following duties:
- Supervise and administer the implementation of entitlements and benefits (dependency, benefits, assignment grant, education grant, rental subsidy, home leave and repatriation grant) in accordance with the Staff Regulations, Rules and HR policies of ITU.
- Supervise and administer the issuance of contracts, for all categories of staff including short-term and SSA consultants; prior to award, check all contracts issued for accuracy in terms/conditions of staff members' employment; and monitor the induction of staff members.
- Organize the delivery of service by the team members with taking into consideration quality control and efficiency.
- Provide guidance to team members on the approach to be followed in unusual, complicated or sensitive cases. In cases where exceptions to the Staff Regulations and Rules may be required, recommend course of action to supervisor; and act as the focal point for answering atypical queries and/or advising staff members regarding their eligibility to entitlements and benefits.
- Ensure that written and verbal communications are client-oriented; decisions are communicated in a professional, sensitive and humane manner and issues are resolved in a timely fashion.
- Monitor that all information in the integrated HR information management systems and personal files are accurate and up to date; make proposals and provide substantive input into the design and implementation of administrative tools, such as integrated management packages (e.g. SAP-HR) and other HR data management systems and tools, including online administrative tools and forms. Supervise the implementation of new applications related to contracts administration, entitlements and benefits.
- Maintain liaison with other organization of the UN common system and take part in meetings and working groups on issues concerning entitlements and benefits in the UN common system.
- Participate in the formulation of human resources policies and of strategies, practices, methods and procedures related to the administration of contracts, entitlements and benefits to meet the evolving needs of the Union; analyze the impact of new policies; make recommendations; and review their effectiveness.
- Perform other duties as required to ensure the smooth functioning of the Service and efficient delivery of its mandate.

Qualifications required |
Education: Advanced university degree in human resources management, public or business administration, law, social sciences or a related field OR education in a reputed college of advanced education with a diploma of equivalent standard to that of an advanced university degree in one of the fields above. For internal candidates, a first university degree in one of the fields above in combination with seven years of qualifying experience may be accepted in lieu of an advanced university degree for promotion or rotation purposes. |
Experience: At least five years of progressively responsible experience in human resources administration, including at least two at the international level must be in the area of UN entitlements and benefits administration. Experience in the use of integrated HR management systems, such as SAP, is required. A Doctorate in a related field can be considered as a substitute for two years of working experience. |
Languages: Knowledge of one of the six official languages of the Union (Arabic, Chinese, English, French, Russian, Spanish) at advanced level and knowledge of a second official language at intermediate level. Knowledge of a third official language would be an advantage. (Under the provisions of Resolution No. 626 of the Council, a relaxation of the language requirements may be authorized in the case of candidates from developing countries: when candidates from such countries possess a thorough knowledge of one of the official languages of the Union, their applications may be taken into consideration.) |
