Democracy and Governance-Chief of Party (COP) –- Tunisia
Tetra Tech ARD is currently accepting expressions of interest from qualified candidates for Chief of Party for an anticipated USAID funded project in Tunisia. The program will seek to support reforms of Tunisia’s public administration.
The position will be full time and based in Tunis, Tunisia.
Responsibilities:
The Chief of Party (COP) will be the primary liaison with USAID/Tunisia on technical matters and shall adjust programs and operations in response to USAID/Tunisia technical direction. The COP shall be responsible for responding to the designated COR and USAID/Tunisia’s Contracting Officer. The COP shall also be responsible for ensuring quality control and the overall responsiveness of technical assistance provided under the award. The COP primary responsibilities are aimed at providing overall leadership management and general technical direction of the entire program, ensuring an integrated vision among different components and actors, and a focus on achieving the results defined in the award. The COP would need to have a strong technical background in public sector reform ideally at both the central and sub-national level, service delivery, public financial management, , local economic development and institutional development. This individual will be expected to identify issues and risks related to program implementation in a timely manner, and suggest appropriate program adjustments.
Qualifications:
* Advanced degree (master’s or higher) in public administration, social sciences, international development, management, or a related field.
* A minimum of 10 years professional experience in development at a senior program management level, including direct supervision of professional and support staff. Work experience in the USAID environment (in a Chief of Party position) is strongly preferred.
* At least 10 years developing country work experience preferred. Previous work experience in the MENA region, with long term work experience in Tunisia preferred.
* Demonstrated experience in working effectively with national and sub-national governments in developing contexts (including working with marginalized populations), and capabilities in supporting decentralization, and convening multi-stakeholder processes.
* Proven exceptional leadership in the design, management, implementation, monitoring and evaluation of donor-supported programs.
* Skills in high level strategic visioning and leadership.
* Preferably have experience in managing complex activities involving coordination with multiple partner institutions.
* Strong communication skills, including interpersonal, written and oral in English and French. Proficiency in Tunisian Arabic is strongly preferred.
* The proven ability to develop and communicate a common vision among diverse partners and the ability to lead multidisciplinary teams.
