Operations Coordinator - SOUTH SUDAN

  • The Direction of Humanitarian Action
  • The Direction of Development Action
    JOB CONTEXT :
    The context in South Sudan is characterized by a continuum between emergency and development with regular chronic crisis, periods of stability and period of massive emergency. Handicap International is present since 2006, it has shifted in 2009 from the emergency department to the development one but remains active in both operational interventions.
    The program currently includes:
  • An emergency component composed of:
    • A protection program in Juba PoC and Urban Juba camps, that includes psychosocial support and targeted assistance to persons with specific needs
    • An emergency flying team all over the country
  • A long-term component composed of:
    • A Victim Assistance project based in Yei county including rehabilitation activities
    • An Inclusion / DPOs project funded by EC – Europe Aid focusing on mainstreaming disability among development process and support to DPOs
    • A psychosocial project in the hospital and jail of Juba funded by AFD and EU focusing on mental health
Description : Juba is the capital of South Sudan, and accessible by commercial flights and by road. Road movement is generally unadvisable, due to general security situation and poor road conditions. Internal flights operated by UNHAS connect Juba with major cities and key sites across the country for development and humanitarian activities. The rainy season severely limites movement from May/June to September/October, including internal flights, cutting most of the roads.
The office and the guesthouses are separated in Juba. Both premises are in the center of town. The accomodation in Juba is simple but comfortable. Each staff has his/her own self-contained room with Air Conditioner. City Power is non-existent, but a generator is running in the morning and at the evening time at pre-determined hours. There is a TV in the dinning room with DSTV (cable) and the Guesthouses have internet/wireless facility. Juba offers some facilities as bars, restaurants, gym and swimming pools available according to curfew time.
Due to security reasons, the position is unaccompanied
Spécificités/Particularités :
Profil recherché : • You hold a diploma in political sciences or a Master in development or humanitarian project management
• You have three years’ experience in project coordination in a post-crisis context
• You have proven expertise in successful proposal writing and reporting
• You have a good understanding of project related to disability and vulnerable people
• You demonstrate excellent analytical and organisational skills while being flexible and dynamic
• You have proven experience in managing a multi-cultural team
• You are capable to adapt to basic living conditions and limited private space, you are willing to respect strict security rules (curfew, etc)
• You have excellent communication and writing capacities in English
• Starting date : January 2017 • Length of the contract: 5 months • Employee status: from 2757€ gross/month + perdiem + hardship allowance (500 €) + medical health coverage, retirement planning, repatriation insurance • Accomodation: collective, and fully covered by Handicap International • Leaves: 25 days paid leaves + 5 days field leaves every 6 weeks
