ThinkWell is an emerging health systems development organization that is currently in a major growth phase. While our core area of work is health financing, we take a health systems approach and also provide support to human resources for health, health information systems, private sector engagement, and research and evaluation. We are looking for a Health Financing Analyst to support ThinkWell’s projects that provide policy advice and technical assistance on health financing strategies and mechanisms to clients in a range of countries and settings. The position is based in ThinkWell’s Geneva office.
The successful candidate will have strong quantitative skills and research capacity in health economics and financing. The candidate should have an established track record of carrying out analytical work and preparing high-quality technical reports and presentations. The candidate should have strong communication skills and be able to work independently and on global teams across the organization. The candidate should understand how to work effectively with field-based programs and staff who are in remote locations.
Responsibilities
The analyst will support health financing programs worldwide. The analyst will engage in a mix of activities, some individually and others as member of a team. Potential assignments include:
- Provide direct technical assistance and analytical support across a range of ThinkWell projects in areas such as:
- Support the development of an investment case for health tailored to specific country contexts to resonate with ministries of finance;
- Support the design of national health insurance programs, including the overall structure, benefits package development, premium-setting, and claims systems;
- Support the development of national health financing strategies, including domestic resource mobilization;
- Conduct analyses on fiscal space, benefit-incidence, and out-of-pocket spending;
- Support design and implementation of performance-based financing (PBF) systems;
- Conduct a national health accounts exercise;
- Support a public financial management (PFM) strengthening program;
- Support ministries of health on budget planning & preparation, budget advocacy, and resource allocation framework development.
- Collect and synthesize data and information through online databases, conduct interviews with stakeholders, and conduct additional research as required.
- Conduct analysis of qualitative and quantitative data and create graphics and visualizations of data.
- Produce high quality written inputs to reports and presentations, including technical documents, project status reports, policy briefs, and publications for conferences and journals.
- Contribute to business development, including desk research, technical input, and proposal writing.
- Based in Geneva, Switzerland, the Health Financing Analyst will be expected to travel to low-income countries and fragile states 20-25% of the time.
Qualifications
- Master’s degree preferred, in health economics, economics, or public health with a health financing focus; Bachelor’s degree plus additional experience may be substituted;
- Minimum of 3 years of experience; minimum 5 years of experience may be substituted if degree is in an unrelated field;
- Exposure to working with ministries of health and finance, and donors and implementers is desirable;
- Experience living and working in a low or lower-middle income country is an asset;
- Strong quantitative skills, proficiency in Stata or another statistics software is highly desirable, or may be substituted by exceptional command of Excel;
- Fluent command of English; working proficiency in French or another romance language is an asset;
- Established track record of preparing high-quality technical reports and presentations;
- Willingness to travel is essential, including to low-income countries and fragile states.
