Curriculum Development Specialist (Tunisia)

About SPARK
SPARK was founded twenty years ago to offer young, ambitious people in (post) conflict countries future prospects in their own country by supporting SMEs and entrepreneurship to improve employment.
SPARK is currently implementing a three year programme called LEAD: Local Employment for Africa Development. This program supports entrepreneurs with coaching, training and access to finance and markets, with special attention being paid to young women. The programme focuses on economic sectors with growth potential in regions where youth employment is not only necessary, but also possible to achieve improvements on. In addition, entrepreneurship educationis promoted among young people and integrated in higher and vocational education.
I. Background for Consultant
SPARK is looking for a highly qualified curriculum development consultant to develop a streamlined entrepreneurship curriculum for higher education institutes and universities across Tunisia.
The Consultant will provide support for component 2.1: Introduce or improve entrepreneurship courses in curricula of institutions of secondary and higher (vocational) education in the governorate of Kef and Kairouan.
The objective of this component is to introduce and/or improve a total of 4 modules with a range of 15500 young people and train a total of 40 teachers over a period of three years.
II. Objective of Consultancy
  • The Terms of reference (TOR) describe the role of a Curriculum Development Specialist who will develop and/or improve the Curriculum and Training components of the LEAD project across the educational institutions in Kef and Kairouan identified by the consultant in consultation with Spark and deliver teacher trainings to adopt the curriculum within the institutions;
  • The curriculum will be developed based on an identification of needs of the selected institutions and the involvement and collaboration of the educational staff in each of the institutions selected in the regions. The curriculum will be tailored based on the local context with a focus to improve the spirit of entrepreneurship for students and enhance and promote entrepreneurship within education;
  • The material should incorporate innovative approaches based on the assessment recommendations and relevant stakeholders should be consulted within the various stages of developing the curriculum.
III. Scope of work
The Curriculum Development Specialist will work closely with the Spark project team in completing the following tasks:
  • Review training needs in each of the selected institutions to identify gaps and entrepreneurship traits within the selected institutions;
  • Develop curriculum and training materials which respond to the individual and general needs of institutions.
  • Make recommendations about how best to deliver the curricula including;
    recommendations about the most effective training strategies, methodologies and tools;
  • Prepare and conduct teacher trainings on curricula.
IV. Deliverables
  • Conduct a needs assessment to identify the underlying needs of the institutions within each target zone;
  • Facilitate a half day de-brief meeting to share findings and recommendations;
  • Create training manual /entrepreneurship curriculum and other materials in French and Arabic;
  • Deliver teacher training;
  • Report covering overall dissemination process.
V. Logistics
This consultancy targets university & educational institutions in the target zone of Kairouan and Kef.
The consultation shouldn’t exceed a period of 6 weeks.
