ThinkWell is an emerging health systems development organization that is currently in a major growth phase. While our core area of work is health financing, we take a health systems approach and also provide support to human resources for health, health information systems, private sector engagement, and research and evaluation. We are looking for a Senior Health Financing Specialist to provide expert policy advice and technical assistance, to a range of clients, for the design, implementation, and evaluation of health financing policies and mechanisms. The position is based in ThinkWell’s Geneva office.
The successful candidate will have hands-on design and implementation experience in multiple countries in areas such as health financing policy and strategy, health insurance, purchasing and provider payment mechanisms, costing, and resource tracking and mobilization. The candidate should have strong quantitative skills and have an established track record of preparing high-quality technical reports, policy briefing materials, and presentations. The candidate should have strong communication skills and be able to effectively communicate with senior government officials and development partners. The candidate should be able to work independently and on global teams across the organization.
Responsibilities
1 Provide expert policy advice and technical assistance in health financing areas such as development of national health financing strategies including domestic resource mobilization, fiscal space analysis, benefit-incidence analysis, out-of-pocket spending analysis, resource tracking, public financial management, and budget planning, preparation and advocacy.
2 Lead the development of an investment case for health by synthesizing and packaging international evidence on the economic returns of health spending, tailored to specific country contexts, to resonate with ministries of finance.
3 Provide expert policy advice and technical assistance to national health insurance systems, including policy and regulatory framework, institutional arrangements, enrollment strategies for uninsured population, benefits package formulation/costing, premium setting, and management systems.
4 Provide technical assistance on how to leverage private providers in health insurance and the health system more broadly by identifying appropriate incentive structures and designing innovative solutions to stimulate contributions to national health objectives.
5 Provide technical support to results based financing (RBF) in selected countries for design, delivery, and verification in collaboration with national and sub-national counterparts;
6 Enable local counterparts through capacity building and coaching throughout the project cycle of technical assistance work.
7 Prepare high-quality technical reports and policy briefing materials.
8 Prepare and deliver presentations tailored to different audiences.
9 Cultivate and nurture relationships with external organizations to support fundraising efforts and contribute to proposal development processes.
10 Based in Geneva, Switzerland, the Senior Health Financing Specialist will be expected to travel to low-income countries and fragile states 20-25% of the time.
Qualifications
1 Master’s degree or higher in health economics, economics, or public health with a health financing focus;
2 Minimum 5-10 years of experience leading and managing health financing engagements, providing direct expert policy advice and technical assistance to governments and donor agencies in low- and middle-income countries; 10+ years of experience may be substituted if degree is in an unrelated field;
3 Experience working with ministries of health and finance and proven track record to knowledgeably and effectively interact with both key actors;
4 Experience of living and working in a low -income or lower-middle income country is highly desirable;
5 Established track record of preparing high-quality technical reports, policy briefing materials and presentations;
6 Strong quantitative skills, proficiency in Stata or another statistics software is desirable;
7 Fluent command of English, working proficiency in French or another romance language is an asset;
8 Willingness to travel is essential, including to low-income countries and fragile states.
