Chemonics seeks a Deputy Chief of Party for USAID's Accès, Lecture, Retention, et Redevabilité (ACCELERE!) project. ACCELERE! is a five year, $134 million early grade reading project jointly funded by USAID and the UK Department for International Development (DFID). This primary education initiative serves to improve equitable access to education and learning outcomes for girls and boys in the Democratic Republic of the Congo (DRC). This includes support for education service delivery in at least 25 education sub-provinces across target provinces (including Haut Katanga, Lualaba, Kasaï Central, Kasaï Oriental, and Equateur), including in government schools and those administered by religious networks that are recognized by the DRC government. ACCELERE! supports the Government of the DRC to (1) increase equitable enrollment to quality education; (2) improve education quality; and (3) improve education governance and accountability by stakeholders. Efforts to support educational access for out-of-school youth through accelerated learning programs will include the above-listed provinces as well as North and South Kivu. The Deputy Chief of Party will be based in Kinshasa or Lubumbashi, DRC. We are looking for individuals who have a passion for making a difference in the lives of people around the world.
Responsibilities include:
- Management and leadership of the various operational and technical components of the program, including local subcontractors
- Consistent oversight and guidance to project operational and logistical aspects and management of field-based operations in target sub-provinces
- Management and oversight of project grants program, including ensuring compliance and technical quality throughout the grants lifecycle
- In collaboration with provincial team leaders and component leads, ensure that program activities are results-oriented, result in high quality deliverables, and meet relevant reporting requirements
- Oversee adherence to implementation schedule and work plan and ensure cohesion between the various result areas
- Engage in technical meetings and maintain positive relationships with Government of the DRC officials, partners, and implementing partners
- Master’s Degree (or equivalent) in education, public/business administration, international relations, other social sciences, or a similar, relevant field
- Minimum of 10 years of experience, including at least eight years overseas experience with technical and/or operational issues related to a range of education and development work, policy development, decentralization, education and conflict, and community engagement
- Minimum of seven years of experience in program management, with a strong management and technical background and demonstrated success in managing sub-contracts/sub-grants with international consortiums, including local organizations, NGOs, communities, and parent-teacher associations
- Demonstrated ability to work under difficult circumstances and form productive relationships with host country counterparts at the national and sub-national levels
- Demonstrated leadership, versatility, and integrity
- Experience in the African region; experience in West/Central Africa and DRC or other fragile and conflict-affected country is preferred but not required
- Professional level oral and written skills in English and French
