With support from the Government of Madagascar and international donors such as USAID and the Global Fund to Fight AIDS, Tuberculosis, and Malaria, PSI has worked in Madagascar for almost 15 years. Since 2001, we have implemented social marketing, social franchising and behavior change communication to deliver prevention and treatment products and services across a wide range of health areas including HIV/AIDS, family planning, malaria, and water-borne diseases.
We are looking for a Deputy Chief of Party/Senior Technical Advisor to help direct an anticipated rural water supply, sanitation and hygiene (WASH) program funded by USAID. You will have the primary responsibility of continually improving the implementation quality of activity interventions, ensuring that activities adhere to national and internationally accepted technical norms and standards. You will also make sure that best practices and approaches are well-documented and highlighted throughout the activity implementation period. You will lead and oversee activity monitoring, evaluation, and learning as well. The position is contingent on successful award of the Cooperative Agreement to PSI and its project partners.

Your contribution
You will:
Oversee project strategies and activities
- Support the Chief of Party (COP) in developing and implementing the strategic vision for and coordination of the Program, and in ensuring the quality of processes and results of all Program activities;
- Support the COP to facilitate the development of and maintain systems for project operations, including personnel and administrative procedures;
- Provide technical oversight for Program activities;
- Support the COP in the preparation of annual work plans and project management plans and reports, quarterly and annual reports, research protocols, case studies and other Program deliverables;
Lead project monitoring, evaluation, and learning
- Work in close collaboration with the Program's Director of Monitoring and Evaluation to ensure the quality of Program activity monitoring, evaluation and learning and knowledge management, along with the documentation of best practices;
Build capacity
- Support capacity building provided by the Program to national, regional and local stakeholders, including the Ministry of Water, Sanitation and Hygiene, other national and sub-national stakeholders, as well as community-based organizations;
- Supervise and mentor Program staff;
- When required by the COP, represent the Program at high-level national stakeholder meetings and WASH technical working groups.
What are we looking for?
The basics
- A Master's degree in WASH, Public Health, International Development or related degree is desirable;
- At least 5 - 7 years' experience designing and implementing WASH and/or community health and WASH/health systems strengthening programs;
- The ideal candidate would demonstrate the knowledge of and experience with the implementation of integrated WASH projects that encompass health and nutrition objectives;
- Demonstrated experience implementing and managing activity monitoring, evaluation and research activities for complex programs in resource-constrained countries;
- Demonstrated experience producing quality English-language communication products such as progress reports, case studies, and research protocols;
- Strong management and problem solving skills;
- Highly computer literate, familiar with programs for word-processing, spreadsheets, database management, presentations, and electronic communication;
- Full professional proficiency in English and French;
- References will be required.
What would get us excited?
Experience in Madagascar. You have been a project director or technical advisor of a large project in Madagascar previously.
USAID experience. You have experience with USAID rules and regulations.
A connector. You have experience working with Ministries of Health, health care companies, or global health donors. You are able to identify new donors and partners for programs. You are able to spot trends and keep the PSI global headquarters informed about health needs and opportunities in Madagascar.
A strategist and an innovator. You are creative, innovative and a strategic thinker. You have a strong interest in private-sector approaches to development and a proven ability to produce results.
