Evaluation and Policy Experts, OECD MOPAN 3.0 Assessments

Background:
Social Impact (SI) is a Washington, DC-area international development management consulting firm. We provide a full range of innovative program evaluation, management consulting, technical assistance, and training services to strengthen international development programs, organizations and policies. Our global services are in the areas of democracy and governance, health and education, agriculture, the environment, and economic growth.
Objective:
Social Impact is pursuing a two year evaluation called MOPAN 3.0, funded by the Organization for Economic Co-operation and Development (OECD). The evaluation will assess the Multilateral Organization Performance Assessment Network (MOPAN), a network of 19 donor member countries to support its members in assessing the effectiveness of the multilateral organizations that receive development and humanitarian funding. Specifically, it will conduct assessments for the following performance areas (below) of 13 to 15 multilateral organization-members over the two years, and consist of finalizing the robust MOPAN 3.0 design & methodology, document review & meta-synthesis of evaluations in YR1, and data collection, surveys, interviews, and case studies in YR2:
(1) Strategic management,
(2) Operational management,
(3) Relationship management,
(4) Knowledge management, and
(5) Development effectiveness
Responsibilities:
With Senior Evaluators:
  • Assist in the development of the evaluation methodologies and design;
  • Assist in all data collection and analysis;
  • Provide recommendations to document review and meta-synthesis of evaluations;
  • Provide inputs to the development of robust surveys, interviews, and case studies;
  • Advise on development effectiveness and cooperation at the program and policy levels.
Qualifications:
  • Minimum 8 to 10 years of experience with international development cooperation;
  • Knowledge of the multilateral organizations assessed;
  • Experience with evaluation of development cooperation at program and policy level;
  • Advanced knowledge of and experience with development effectiveness;
  • Good knowledge of evaluation design and methodology;
  • Experience with meta-evaluations;
  • Good writing and communication skills.
