JOB CONTEXT
Handicap International (HI) has been working in Bangladesh since 1997, with a focus on creating sustainable changes in terms of ensuring rights and inclusion of people with disabilities in society. HI promotes an inclusive approach by focusing on access to services for all whenever possible rather than developing specific actions for people with disabilities. HI works not only with people with disabilities but also with their families, their communities, and the society. Since 2007 Handicap International in Bangladesh has been particularly active in the field of physical rehabilitation, Inclusion and Mainstreaming activities. Over the years, HI has gained significant experience in supporting the disability movement in the country especially by working with Disabled Peoples’ Organizations (DPOs). It has provided significant support to these organizations to become independently capable to actively and efficiently advocate for the rights of people with disabilities especially in the areas of Access to Justice Systems, Education and Livelihoods.
HI Bangladesh is presently working on its 5 year strategy for the programme: • Improve access to quality rehabilitation services, • Reinforce the rights of people with disabilities, • Build up Inclusive Disaster Risk Management and Emergency Response, • Support to refugees in a chronic emergency setting • Foster inclusion of people with disabilities in development and society (livelihood, education, access to justice).
JOB DESCRIPTION
As Technical Unit Coordinator (TUC), you will be directly under the line management of the Country Director and you will be part of the HI Bangladesh Country Programme Team. You will have a direct functional link with the Technical Advisors based in HI Headquarters or delocalized in the field. This is in order to ensure the implementation of HI technical policies, methods and approaches at programme level. Your general mission is to optimize the technical quality and impact of Hi actions in disability-inclusive development in Bangladesh through technical quality control, management of the technical unit and technical networking.
As such, your responsibilities will be divided into 5 parts: • Ensure an optimal level of technical quality in the thematic areas of the programme, • Strengthen the technical competencies and knowledge management of the Bangladesh programme team • Develop the knowledge base of HI Bangladesh programme and mobilise national, regional and/or international professional networks and resources • Manage and reinforce the capacities of the technical unit team • Ensure the Technical Unit links effectively with the Support Services and Programming units.
CANDIDATE PROFILE
You have: • A degree in disability studies, physiotherapy, occupational therapy, public health or other relevant field • At least 3 years overseas experience for an international organisation in disability or development field • At least 3 years of experience in development programmes to improve the situation of discriminated groups, preferably people with disabilities • At least 2 years senior level management experience in supporting the development and implementation of humanitarian programmes • Knowledge on project development and implementation (including monitoring and evaluation) in the field of disability • Proven expertise in promoting and training on disability inclusive development
You are: • Recognized as a self manager with proven ability on multi-tasking, setting priorities and reaching targets • Known for your excellent interpersonal skills including the ability to listen, sensitivity to others views and perspectives • Experimented in living and adapting successfully to multicultural environment • Known to be field work oriented, flexible, objective, diplomatic and pragmatic.
REQUIRED LANGUAGE SKILLS: For this position, it is required to have an excellent written and spoken level in English.
JOB ENVIRONMENT
You will be based in Dhaka office with 40% travelling to HI implementation areas (Cox’s Bazar and Chittagong). • Security: Security has been a problem in Bangladesh but despite political turmoil in 2013 surrounding the elections, this has eased since January 2014. The Hill Tracts (Myanmar boarder and Indian border) are zones where expatriates are not allowed to go except with an authorization from the government. Expatriates have to strictly follow the security measures put in place by the Security Committee. • Health: For emergency cases, expatriates can be hospitalized in Singapore or in France. • Living conditions / accommodation: Dhaka is a large and densly populated metropolis, which is rapidly expanding. Expatriates have access to shopping malls, restaurants, coffee shop chains, sports halls, etc. There is a large expatriate community. Public transport options are limited and not accessible for expatriates, so alternative options are provided by HI.
The position is open to couple and family, with access to individual accommodation.
EMPLOYMENT CONDITIONS Salary: 2200 - 2500€ gross salary/month + 457 Euros net/month expatriation allowance + 50% of the medical cover taken in charge by HI + repatriation insurance + indemnity for partner and children Or Volunteer: 750 or 850 Euros monthly indemnity + living allowance paid on the field + accommodation + 100% of the medical cover taken in charge by HI + repatriation insurance + indemnity for partner and children
