About the position
PCI Media Impact seeks to hire an experienced Senior Ebola Communications for Development (C4D) and Entertainment-Education (E-E) Manager for an Ebola C4D and E-E program in Liberia, Sierra Leone and Guinea. The work is considered urgent, and PCI Media Impact is looking for qualified candidates who can begin immediately, to be based out of New York.
The Senior Ebola C4D and E-E must be experienced in developing and driving strategic, communications-for-development and/or E-E programs as well as managing tactical day-to-day program deliverables and teams. The Senior Ebola C4D and E-E Manager will lead the planning and implementation of all program components in a timely manner, while supporting in an integrated fashion other elements of PCI Media Impact’s Ebola work in West Africa. This position will report to the Ebola Program Director of PCI Media Impact. A total of three 4-month consultants in Liberia, Sierra Leone and Guinea may report back to this position. The Senior Ebola C4D and E-E Manager will represent the organization, manage media relationships and engagement, and build the program brand.

Ebola Program
In partnership with international development and media production organizations, PCI Media Impact is producing extensive entertainment-education (E-E) radio serial dramas and a parallel transmedia communication campaign addressing the current Ebola crisis. The program will produce up to 12 E-E radio mini dramas, in 12 languages, across Liberia, Sierra Leone and Guinea, accompanied by call-in shows, jingles and music videos. The drama work will be supported by a campaign, which will include multi media communication platforms such as video, audio, interactive print materials, music, website, mobile technology, social media and others. The program is designed to help respond to the outbreak with an acute sensitivity to the cultural complexities, values, needs and perceptions of target communities in Liberia, Sierra Leone and Guinea. The program will embed key messages on Ebola prevention, approved protocols for adequate care and promote supportive reintegration of survivors.
Primary Responsibilities
- Design and develop systems for effective and ongoing audience research and impact evaluation
- Develop core planning documents using methodological approaches to determine messaging across the intervention region and materials
- Over see the design and implementation of all E-E materials, including up to 12 entertainment-education radio dramas, call in shows, and other relevant radio materials in the three intervention countries, Liberia, Sierra Leone and Guinea
- Closely manage the development of interactive communication materials including comic strips, posters, billboards, flipbooks, and other interactive materials for audience engagement in the media products
- Closely manage the development of accompanying interactive discussion guides for the radio drama
- Design and oversee the production of interactive, video-driven trainings for radio hosts
- Develop and implement innovative research designs for monitoring and evaluation
- Oversee and determine messaging on the production of entertainment-education songs and music videos in the three program countries, Liberia, Sierra Leone and Guinea
- Support and guide the field teams in the management of the production of radio magazines
- Budgeting and media management of the products
- Management of field staff in Liberia, Guinea and Sierra Leone
Requirements
- Minimum of a Masters degree in communication or related field and 10+ years of relevant C4D and/or entertainment-education/ narrative based communication for development media production & management, and public relations experience
- Experience in film, video and audio production
- Proven track record of leadership and management skills, with experience managing programs and staff. We are looking for a seasoned professional
- 2 - 5 years field experience working in Africa, preferably West Africa, in C4D and preferably in narrative based formats, both radio and video
- Strong experience in and understanding of new media, as well as traditional and digital media in Africa
- Must be analytical and innovative
- Excellent oral and written communications skills in English (French or widely spoken African languages would be an advantage)
- Strong interpersonal skills including: Strong negotiation skills; Ability to represent the organization at external events; comfortable with public presentation skills
- Time Management: excellent organizational skills are required to keep pace with the program while delivering high quality communication products
