JOB PURPOSE:
The Programme Manager - Nutrition will manage the implementation and growth of our nutrition programme in Northern Bahr el Ghazal responding to chronic food shortages and the risk of high rates of child malnutrition.
The Programme Manager will ensure the implementation of the country strategic plan and provide management oversight, including budget management. The Coordinator will provide appropriate technical support to projects and will work with Project Managers on proposal writing, reporting and general coordination (which includes responsibility for developing synergy and linkages between projects). In addition s/he will work with staff in charge of finance and logistics to ensure compliance with all Concern policies. The Manager will provide appropriate management support, training and guidance on relevant issues and will have representational responsibility on behalf of the organisation, liaising with stakeholders, including the County Health Department, the nutrition cluster, national and international NGOs.
2. MAIN DUTIES AND RESPONSIBILITIES
Programme Management and Reporting
· Asses staff capacity and identify their training needs and come up with a training plan to increase the capacity of Teams to ‘deliver
· Provide technical training and support for activities that fall within area of expertise in addition to backstopping programme staff
· Be conversant with relevant nutrition project proposals and the Concern South Sudan strategic plan and participate in reviews where necessary
· Facilitate cross-fertilization/synergy between projects and ensure that projects are implemented and managed in line with agreed timeframe, frameworks and ensure the attainment of objectives and intended impact
· Assist Project Managers in the review and compilation of concept notes and proposals, adhering to the schedule as identified in the country strategic plan
· Assist the Project Managers in the monitoring and evaluation of programme activities and budgets, to ensure accepted activity and expenditure levels
· Represent Concern, attend co-ordination meetings internally and externally
· Ensure compliance with government requirements in relation to programme operations
· Ensure that HIV/AIDS, gender and equality are mainstreamed at project level
· Coordinate programme and support functions to ensure smooth running of the programme
· Produce quality, timely monthly progress and annual reports submitted to Area Coordinator
Administration and Human Resources
· Liaise with Area Coordinator an dHR in the recruitment of necessary new staff and other human resources issues
· Ensure Concern policies, procedures and guidelines are rolled out, applied and enforced
· Ensure that all new nutrition staff members (based in NBEG) through their supervisors have appropriate probation objectives and that staff develop the necessary skills through performance development and review system (PDR)
· Oversee and support Finance/Administrative Officer in the management of all logistics and finance functions
Financial
· In liaison with other programme staff, develop and manage programme budgets. Monitor and track all programme activities and support functions expenditures
· Together with Project Managers, use the monthly management accounts to ensure that spending of project goods and services is maintained at appropriate levels and provide feedback on the same, and ensure budget revisions accordingly, as necessary
· Responsible for timely preparation of cash flow, cash transfer requisition and carry out routine cash count
· Ensure accountability in financial management, in addition to providing leadership in the management of cash and material assets
Security
· Act as security focal point for the nutrition team, continuously monitor security situation and participate in the review of country security management plan (SMP)
· Ensure that all Concern resources and property are safeguarded appropriately
· Liaise with the Security Officer in terms of any security issues requiring any action
· Be fully aware of Concern security guidelines and ensure that they are followed at all times by all team members
General
· Perform any other duties reasonably assigned and mutually agreed with the Area Coordinator
D. PERSON SPECIFICATION
1. Essential:
· Degree in Public Health/Development Studies/Social Science or equivalent.
  • Minimum three years experience in a senior management role with proven programme management experience
  • Experience in supporting/managing nutrition/emergency food security programmes
  • Strong staff management and staff development experience
  • Strong systems management experiences in logs, procurement and information management
  • Proven experience of mentoring and on-the-job training
  • Demonstrable ability to manage a team which is both culturally diverse and diverse in abilities, capacity and experience
  • Experience of implementing potentially contentious policies and procedures
  • Experience of managing a team to security procedures
  • Flexible and positive personality; keen to learn and contribute
  • Strong planning and implementation capacity
  • Confident and capable negotiator, communicator and networker
  • Able to take initiative and work independently
  • Ability to work with, manage and lead diverse teams
  • Computer skills including Microsoft Word and Excel
2. Desirable:
  • Experience supporting nutrition programming, particularly CMAM
  • Experience working in South Sudan or other fragile contexts
  • Knowledge and familiarity with Concern Worldwide HR, Logistics, Transport, Purchasing and IT policies, procedures and standards
