International Expert on Sustaining Competitive and Responsible Enterprises

The International Labour Organization (ILO) is recruiting an International Expert based in Lima, Peru, to manage the ILO’s Sustaining Competitive and Responsible Enterprises (SCORE) project in Colombia, Peru and Bolivia.
Sustaining Competitive and Responsible Enterprises (SCORE) is a practical training and in-factory counselling programme that improves productivity and working conditions in small and medium enterprises (SMEs). SCORE Training demonstrates best international practice in the manufacturing and service sectors and helps SMEs to participate in global supply chains.
The ILO is a specialised agency of the United Nations with Headquarters in Geneva, Switzerland, that aims to promote rights at work, encourage decent employment opportunities, enhance social protection and strengthen dialogue on work-related issues.

Key technical duties:
  1. Lead and coordinate the implementation of the project in Peru, Bolivia and Colombia.
  2. Develop public private partnerships with multi-national enterprises and other private sector partners and NGOs and support public and private organizations in developing sustainable service delivery models for business development services for SMEs.
  3. Monitor and evaluate project activities following international best practice.
  4. Ensure the effective management of funds and budget assigned to the project.
  5. Manage three project coordinators in the respective countries, including recruitment, performance and talent management aspects
  6. Build and maintain strong relationships with donors and mobilize additional funding.
     
Qualifications requirements:
  1. Advanced university degree in Economics, Business Management or a related field in Social Sciences with demonstrated expertise in the field of private sector and small enterprise development.
  2. At least seven years of experience in the field of private sector development at the national level or five years at the international level.
  3. Demonstrated experience in applying project cycle management in enterprise development projects and practical knowledge about Monitoring and Evaluation. Ability to provide practical technical advice on how to provide effective business development consulting services to small and medium enterprises;
  4. Experience in factories and/or processing plants implementing business process improvement initiatives including lean manufacturing or Kaizen, strongly preferred.  
  5. Strong social, organizational and knowledge management skills sufficient for coordinating and managing a project network.
  6. Excellent writing, communication and presentation skills. Strong client orientation and negotiation skills, aptitude for learning and knowledge sharing, ability to make authoritative judgments and strong relational skills to ensure effective coordination with partners in different sectors and countries
  7. Excellent command of English and Spanish is required.

Conditions of employment
The selected incumbent will be offered a contract for 12 months, which is renewable on a yearly basis based on performance. The project will run until December 31, 2017.
The International Expert will be part of the Decent Work Team and Country Office for the Andean Countries (DWT/CO-Lima), under the overall responsibility and guidance of the Office Director.
The candidate will be hired at the UN P.4 Grade-level.
The salary (incl. post-adjustment) will range between 102,227 and 139,577 US$ depending on seniority and family situation. Salary levels are determined according to the criteria established by the International Civil Service Commission.
Other allowances and benefits subject to specific terms of appointment:
  • · Children's education grant (per child per year);
  • · Pension and Health Insurance schemes;
  • · 30 working days' annual leave;
  • · Assignment Grant;
  • · Entitlement to transport expenses of personal effects;
  • · Repatriation Grant;
  • · Home-leave travel with eligible dependents every two years;
  • · Rental subsidy (if applicable).
Salaries and emoluments are exempt from taxation by the Peruvian authorities and, on the basis of international agreements or national law relating to presence or residence abroad, are generally exempt from taxation by other governments.
While the successful candidate will be initially working in Lima, he/she may be assigned to any duty station designated by the Director-General of the ILO.
