Project Summary:
Established in 2006 under the Comprehensive Africa Agriculture Development Program (CAADP), the Regional Strategic Analysis and Knowledge Support System (ReSAKSS) supports efforts to promote evidence and outcome-based policy planning and implementation as part of the CAADP agenda.
The purpose of the ReSAKKS performance evaluation is to provide empirical evidence to inform programming and investment decisions under the Feed the Future Initiative. The evaluation will inform ReSAKKS’ ability to catalyze agricultural transformation through systemic policy change. The evaluation is to be undertaken in a collaborative manner, with USAID and on a consultative basis with the International Institute for Food Policy Research (IFPRI), the primary partner for implementing ReSAKKS.

MSI is seeking a mid-level Evaluation Consultant who will undertake the methodology design, field work, research and analysis, and report writing for the performance evaluation. The evaluation will require fieldwork in Nigeria, Ghana, Senegal, and Rwanda between in Nov. and Dec. 2014 for a one month period. The position will last for a maximum of 67 days between Oct. 2014 and April 2015.

Responsibilities:
- Contribute to instrument design, analysis plan design, and pre-field planning with evaluation team members.
- Conduct fieldwork (key informant interviews, focus group discussions, and analysis) in Nigeria, Ghana, Senegal, and Rwanda.
- Contribute to AOTR research and analysis, bibliometric research and analysis, and key informant interview cleaning and coding.
- Contribute to report drafts and revisions.
- Other duties as assigned by the Team Leader.
Qualifications:
- Master’s degree with a focus on research in a relevant field, such as international development or other social sciences.
- A minimum of seven years of leadership experience in monitoring and evaluation.
- Experience conducting performance evaluations in the field.
- Qualitative and quantitative analysis skills.
- Familiarity with CAADP and agricultural policy preferred.
