About the Position
 
PCI Media Impact seeks to hire an experienced Ebola Programs Director to manage our response to the Ebola outbreak in Liberia, Sierra Leone and Guinea. The work is considered urgent, and PCI Media Impact is looking for qualified candidates who can begin immediately, to be based out of New York.
 
The Ebola Programs Director will provide overall leadership, management and strategic vision to the implementation of a US$ multi-million program, addressing the Ebola crisis in Liberia, Sierra Leone and Guinea. S/he will ensure that the program meets its targets and deliverables on-time and within budget, as well as supervise program staff. The position will require an active, hands-on leader and dedicated team-builder with outstanding managerial and communication skills. This position will report to the Global Programs Director of PCI Media Impact. A total of four Program Managers based in New York will report back to this position. The Ebola Programs Director will represent the organization, manage media relationships and engagement, and build the program brand.

For almost 30 years, we have advanced the well being of vulnerable populations by improving knowledge, shifting attitudes, and changing behaviors with regards to critical social and environmental issues. Our commitment to three interconnected themes – Health, Empowerment and Environment – means we address a wide variety of issues:  family planning, reproductive health, sanitation, HIV/AIDS, rape, trafficking, women’s empowerment, youth education, natural resource management, and sustainable development. Together with our partners around the world, we have produced more than 5,000 episodes of 100 television and radio productions, reaching more than one billion people in over 45 countries.
 
Ebola Program
 
Working with technical experts and media production organizations, PCI Media Impact is producing entertainment-education (E-E) radio serial dramas and a transmedia communication campaign to respond to the current Ebola crisis. The #ISurvivedEbola campaign will focus on survivors in Liberia, Sierra Leone and Guinea, which will promote stories of actual survivors, reintegrated survivors, health care workers and family members who took care of a sick person, as well as community leaders who invited survivors back to the community. The media platforms include video, audio, interactive print materials, music, website, mobile technology, social media and others. The program aims to help respond to the outbreak with an acute sensitivity to the cultural complexities, values, needs and perceptions of target communities in Liberia, Sierra Leone and Guinea. The program will embed key messages on Ebola prevention, approved protocols for adequate care and promote supportive reintegration of survivors.
 
Primary Responsibilities
 
Program Strategy and Vision
The Ebola Programs Director will lead the successful implementation of the Ebola E-E and transmedia program and will play an active role in identifying and developing new initiatives that foster and/or improve strategic objectives of the program.
 
Program Design & Evaluation
Bring intellectual rigor, creativity and expertise in Communications for Development, preferably E-E and transmedia, to the design of the Ebola program. Provide strategic guidance on program message design and determination, using social science methodology. Assist in the identification, as necessary, of appropriate message indicators and program metrics, which can determine effectiveness of program messaging, evaluation, and adaptation.
 
Oversee the monitoring and evaluation of the program and identify elements that may be key in the further expansion or eventual replication of highly successful program components. Publish and speak on PCI Media Impact's methodology, program results and impact. Keep abreast of literature and developments on Ebola, Entertainment-Education, new media, social marketing, and communication strategies being employed in the intervention region.

Program Implementation and Management
 
The Ebola Programs Director must ensure excellence in program delivery and impact. S/he will provide strategic direction to the programs team and will oversee the development of high quality program plans, objectives, and budgets. The Ebola Programs Director will ensure policies, practices and controls are in place to monitor and adaptively manage ongoing performance, and results, and will provide appropriate guidance to staff and partners to assure timely achievement of objectives and lessons learned. Given the time-sensitive nature of the issue, the delivery of this program requires delivery at a rapid pace.
 
S/he will manage relationships with current and prospective partner representatives to maintain ongoing good will and collaborative working relationships.
 
Capacity Building
The Ebola Programs Director will mentor and plan with program staff members appropriate activities to build capacity in areas where a need for further strengthening may be desirable, as well as drawing on lessons learned from program monitoring
 
Requirements
  • MA/S or equivalent in international development, communication, social science or other related field, preference for experience in behavior change communication
  • 15+ years experience, including a minimum of 5 to 7 years of in-country overseas experience, preferably in Africa, and at least 5 years in a senior management position
  • Demonstration of creative leadership in the field of communications for development, E-E, campaign and media production, with expertise in strategic visioning, behavior change theories, and program evaluation. Experience in 'new' Communications for Development platforms (mobile, internet, gaming, etc) highly desirable
  • Experience in film, video and audio production
  • Effective personnel and financial management, coordination, and decision-making skills, with proven ability to be accountable for all components of the program
  • High degree of proficiency in managing relationships with key constituencies, including staff, government representatives, NGOs, funders, corporate sponsors, not-for-profit and for-profit counterparts, donors and community leaders. Strong sense of diplomacy, with highly developed sense of personal integrity
  • Excellent interpersonal skills. Must be a team player and facilitate a team atmosphere
  • Demonstrated attention to detail, ability to follow procedures, problem-solving skills and meet deadlines
  • Proficiency in English is essential; Additional proficiency in French or Spanish is particularly valuable
