Procurement and Supply Chain Manager

ABOUT LAST MILE HEALTH:
Founded by survivors of Liberia’s civil war, Last Mile Health (LMH) is committed to saving lives in the world’s most remote villages. Working in remote jungle communities cut off from even basic life-saving health services, LMH is building a health system that reaches everyone—by bringing health care to villagers’ doorsteps. We train community members to be health practitioners for their villages and then we connect them with rural health clinics to offer every person access to the care they deserve. These Frontline Health Workers are able to prevent, diagnose, and treat the top ten most life-threatening health conditions.
Over the past six months, a historic outbreak of the Ebola virus has devastated Liberia and has tragically demonstrated that weak, inequitable health systems leave us all vulnerable. To match a historic crisis with a historic response, LMH is partnering with Boston-based Partners in Health (PIH) to launch a significant expansion of LMH’s model, integrated with a package of Ebola treatment and hospital strengthening efforts led by PIH. The goal of this project is to deploy a comprehensive health system—from life-saving essential primary care services in remote communities to strong inpatient Ebola and tertiary care in regional hospitals—for approximately 150,000 rural Liberians, while working in close collaboration with the Liberian government to sustain that system and ultimately expand it to the rest of the country over the coming years.
GENERAL POSITION SUMMARY:
LMH is seeking an experienced professional to oversee our supply chain in Liberia during a substantial expansion in our program activities and overall organizational footprint. The Procurement and Supply Chain Manager will be responsible for building and implementing supply chain operations including procurement planning and forecasting, sourcing, storing, distributing and monitoring all LMH supplies. The Procurement and Supply Chain Manager will work closely with the project team to define and meet all program supply needs in addition to providing technical guidance to local government entities.
ESSENTIAL JOB FUNCTIONS:
Supply Chain Management
  1. Establishment a professional system for procurement, warehousing, and distribution of supplies for all organizational activities, including the provision of critical supplies to 20 health facilities and as many as 500 community health workers, with the goal of zero supply stock-outs for health workers.
  2. Introduce a standard method and cycle for supply forecasting and reordering. Train staff on process.
  3. Build and train a team of national and international staff to manage supply chain issues on a daily basis, including the establishment of a stock/inventory management database.
  4. Oversee tracking of all assets to ensure accurate record keeping of LMH and donor assets, including exceptional items that require registration and movement tracking.
  5. Establish and review vendor relationships and contracts locally and internationally. Update LMH’s procurement protocol.
  6. Work with external stakeholders or partners including the Liberian Ministry of Health, United Nations and NGO partners, and the US Army to source needed supplies from the most efficient and reliable entity.
Stock Management
  1. Identify adequate warehousing and train warehouse staff in the reception of goods.
  2. Collate, review, and report monthly consumption. Monitor specific stock related to grants.
  3. Make distribution plans and arrange all required documentation.
  4. Organize transfer and disposal of stock according to donor rules and regulations.
  5. Provide technical guidance to Liberian County Health Team to strengthen the national supply chain system.
Supervisory Responsibility
  1. Guide and manage a procurement and supply chain team in the Logistics Department.
  2. Coordinate team workflow across multiple sites, ensuring strong teamwork.
  3. Build capacity of procurement and supply chain team.
Reports to: Logistics Director
Directly supervises: Supply Chain Officers, Procurement Officer
KNOWLEDGE AND EXPERIENCE:
Skills Required:
· Proven ability to manage diverse teams, including staff with low levels of formal education
· Demonstrated supply chain and systems-building expertise, particularly for NGOs or in international development settings
· Excellent time management and organizational skills, with exceptional attention to detail
· Generosity of spirit, sensitivity/diplomacy, and willingness to make sacrifices in service of the mission
· Willingness to travel to field sites, spend occasional nights in rural communities with few amenities, and travel by motorbike for field supervision of FHWs required
· Flexibility and ability to handle multiple tasks at once in time-sensitive manner
· Strategic thinker with record of implementing new systems and processes
· Comfort working with a casual but high-performing team
· High tolerance for stress and ability to take initiative in the face of ambiguity
· High degree of English fluency required
Minimum Education and Experience:
· BA/S or equivalent in relevant field required; MA/S strongly preferred
  • Minimum of 3-5 years supply chain management experience working in an international development setting
  • Experience working in an emergency response or rapid operational scale-up strongly preferred
Commitment: Minimum 12-month commitment
Location: Zwedru, Liberia
Compensation: $42,000-$54,000; additional benefits including health insurance, R&R stipend and housing
