Programme Support Officer (PSO)

General Description of the Programme:
The 2014 Ebola outbreak is the largest in history and the first in West Africa. The outbreak is affecting multiple countries in West Africa with Sierra Leone/Liberia first reporting cases in March of this year. As of September of this year Liberia has reported over 3,000 cases with Sierra Leone reporting over 2,500 cases. Based on current rates of infection it is expected that case numbers will climb significantly in the current months. GOAL has been working in Sierra Leone for several years, and has been active in the Ebola Health response since the outbreak was declared. Due to the scale of the outbreak in Liberia, GOAL has established a response to provide assistance to the large numbers of people who have become infected in recent weeks and are expected to be infected in the weeks and months ahead.
Overall Objectives of the position:
The main purpose of this role is to work closely with the Emergency Coordinator in Sierra Leone/ Liberia, by providing support with grant management, proposal development, report writing, monitoring and evaluation, documenting success stories, in addition to providing administrative assistance when required. The holder for this role will work closely with the GOAL Sierra Leone/Liberia SMT, the HQ Desk Officer and Media Department.
Key Duties:
Grant Management and Reporting
• Assist in the strategic design and development of proposals, reports and communications in collaboration with the Emergency Coordinator and Country Director and other relevant GOAL Sierra Leone/Liberia staff.
• Organise and lead grants opening, interim and grant closing meetings, disseminating grant documents, and responding to information requests from the field and other partners’ in-country and in HQ.
• Ensure up-to-date, complete and accurate files are maintained for all grants.
• Support in the monitoring and facilitation of programme progress to ensure compliance with donor rules.
Communication
• In collaboration with the Emergency Coordinator and Country Director, support GOAL Sierra Leone/Liberia to ensure effective and timely external communication with the relevant government Ministries, Clusters, key in-country donors, agencies and the communities in GOAL’s area of operation.
• Facilitate, participate in and document project reviews and evaluations and ensure learning is understood and disseminated to field and head office-based stakeholders.
• Ensure the documentation and dissemination of success stories.
Monitoring & Evaluation
• Coordinate with the Technical Coordinators an all aspects of the programme ensuring key data is been collected and collated in an appropriate manner
• Collect and contribute to relevant rapid assessments from other NGOS, UN agencies, and government departments as is required
• Ensure timely and accurate communication of the results of any surveys / assessments with all relevant stakeholders including community members and local government units
Administrative
• As and when required assist the Financial Controller with cash flow forecasting.
• Assist with ensuring HR files are updated regularly and all operations are compliant with donor regulations
Any other duties as outlined by the Emergency Coordinator.
Requirements:
• Relevant international course / MSc, ideally focused on humanitarian aid, development studies, social science or another relevant field
• Experience in proposal development, logical framework development and donor reporting
• Excellent analytical and writing skills in English
• Strong interpersonal skills and ability to work effectively with a multi-cultural team with differing areas of expertise.
