The incumbent will be based in El Fasher and report to the Joint Special Representative (JSR)
of UNAMID through the Mission Chief of Staff (MCOS). The incumbent will oversee

Responsibilities
Within delegated authority, the Senior Joint Operations Officer (Chief JOC) will be
responsible for the following duties: direct, coordinate and supervise the work of the Joint
Operations Centre (JOC), including preparing, implementing and monitoring the JOC work
plan and managing JOC personnel, who comprise an integrated team with a range of expertise
(such as civil affairs, humanitarian affairs, mission support, military, police, and security) and
includes personnel from other substantive sections and the UNCT when required.
Management responsibilities will include recruitment and selection of staff, management of
staff (including performance management), development of a roster of coverage for the JOC,
and the development and promulgation of standard operating procedures for the work of the
JOC. The Senior Operations Officer will support Heads of Field Offices (Sectors) in the
establishment and supervision of Sector JOCs, including recruitment of personnel, drafting of
relevant SOPs and providing guidance on Sector JOC functions, structure and procedures.
The Senior Operations Officer is responsible for the timeliness, accuracy, consistency and
quality of JOC products and performance. The Senior Operations Officer ensures that the
Mission leadership has a common situational overview and prepares the Mission's integrated
daily and weekly situation reports for approval by the JSR and transmittal to UN and AU
Headquarters; timely production of Significant Incident Reports ('Flash Reports') and special
ad hoc reports on current operations; and that JOC maintains databases of submitted reports
for ready access by Mission components. The Senior Operations Officer manages the day-today
functioning of the JOC, facilitating operational coordination between the Mission's
components and sections through regular coordination meetings, operational information
exchange and monitoring of the implementation of Mission Leadership's decisions, especially
in relation to Protection of Civilians and the Mission's support to humanitarian access
operations. He/she provides briefings on current operations to senior UN and AU staff and
visiting delegations. She/he ensures an appropriate level of confidentiality for generated JOC
information regarding UN operations. In crisis situations, the Senior Operations Officer
manages the Crisis Management Centre for the JSR and other members of the Mission's core
Crisis Management Team, providing them with an effective and uninterrupted channel of

Education
Advanced university degree (Master's degree or equivalent) in political science, international
relations, foreign affairs, business administration, law or related area. A first-level university
degree in combination with two additional years of qualifying experience may be accepted in
lieu of the advanced university degree. Formal training in the conduct of operations at the
operational and strategic levels (military or government staff colleges) is desirable.

Work Experience
A minimum of ten years of progressively responsible experience in peacekeeping, military
operations, intelligence work or related field. Minimum one year of experience in a UN
peacekeeping mission is required. A proven track record of management in multi-cultural
settings, including management and coordination of multi-disciplinary teams, is required.
Previous experience managing a joint operations centre/situation centre is desirable. Previous
experience in Sudan is an advantage.
