TITLE: Technical Advisor - BRAVI
PROGRAM: BRAVI Associate Award - Burundi
REPORTS TO: Senior Country Manager - Burundi
LOCATION: Bujumbura, Burundi
EngenderHealth works to improve the health and well-being of people in the poorest communities of the world. We promote gender equity, advocate for sound practices and policies, and inspire people to assert their rights to better, healthier lives. Working in partnership with local organizations, we adapt our work in response to local needs.
Burundians Responding Against Violence and Inequality (BRAVI) is a five-year USAID funded program in Burundi to prevent and appropriately respond to sexual and gender-based violence (SGBV) through gender norms transformation, health provider strengthening, multisectoral coordination, advocacy, and sharing of best practices. In implementing BRAVI, we will strategically build on available momentum, resources, and models, expanding and improving SGBV work already implemented in Burundi by EngenderHealth's RESPOND Project.
JOB SUMMARY: The Technical Advisor will provide technical and programmatic guidance to the BRAVI project and will oversee implementation of both GBV services and GBV prevention programming. S/he will supervise two Program Officers and will be responsible for building the capacity of Program Officers and Provincial Coordinators, as well as ensuring the quality of each intervention. S/he will possess a high level of technical and program management expertise in SGBV. The Technical Advisor in partnership with the Senior Country Manager will coordinate, assess, develop, deliver and evaluate a variety of activities including assessments, trainings, customized technical assistance to local partners, and lead work plan development. He/she will also work closely with the EngenderHealth HQ Program Management and Gender Team to ensure technical quality of BRAVI's work.
RESPONSIBILITIES:
  • Provides technical guidance and oversight for BRAVI's GBV programming
  • Supervise two Program Officers (one on GBV response/services and another on GBV prevention) and provide capacity building and support to them
  • Collaboratively develops responsive, realistic and high quality plans to build the capacity of BRAVI staff and local partners GBV and gender transformative programming.
  • Leads development or adaptation of programming tools around GBV prevention and GBV response/services.
  • Uses evidence-based approaches (e.g., logic models, assessment, research, health behavior and education theory, and evaluation) to develop high quality programs/interventions and skills-based training curricula.
  • Trains project staff and partners in evidence-based curricula/approaches to GBV prevention and GBV response/services
  • Develops measurable and realistic learning objectives that address changes in learners' (e.g., staff, partners, health system officials, etc.) knowledge, attitudes and skills for all capacity building activities and programs/interventions.
  • Maintains expertise in GBV prevention, GBV response/services, gender transformative programming, gender-synchronized programming, women's rights and empowerment, and male engagement especially in relationship to GBV. This includes staying up-to-date in epidemiological, behavioral and programmatic research.
  • Edits and contributes to writing of project progress reports
  • Contributes directly to any research and evaluation of BRAVI.
  • Operates effectively in team environment and identifies opportunities for collaboration across project teams.
  • Communicates effectively with staff and partners
  • Monitors budget related to programmatic activities with support from the F&A Officer.
  • Follows agency policies, procedures and gender standards and practices.
  • Maintain confidentiality of sensitive information.
  • Supervises work of interns or international consultants
  • Other duties as assigned.
EDUCATION, EXPERIENCE & CERTIFICATIONS:
  • Master's degree in public health, gender/women's studies, social work, sociology, education or related field.
  • Minimum of 8 years of programmatic and technical experience in gender, social work, or public health.
  • Minimum of 6 years of experience with GBV programming (i.e. training, designing curricula/manuals, evaluation/research, and/or program design)
  • Minimum of 4 years of successful experience in planning, implementation and monitoring of gender transformative programing to prevent GBV or promote gender equity.
  • Experience designing gender-transformative programming and developing local capacities to implement gender transformative GBV programming.
  • Experience with gender synchronized approaches to gender programming.
  • Experience facilitating gender trainings and workshops
  • Experience developing and adapting gender and GBV training manuals/curricula
  • Experience with research and/or evaluation desired
  • Experience working with USAID funded projects desired
KNOWLEDGE, SKILLS AND ABILITIES:
  • Expertise in the areas of GBV prevention and GBV response
  • Expertise in the areas of gender, masculinities and femininities, women's rights, male engagement, and gender transformative programming.
  • Must demonstrate a solid understanding/knowledge of links between inequitable gender norms, and SGBV;
  • Experience designing gender-transformative programs and developing local capacities to design/implement GBV and gender transformative programming.
  • Excellent interpersonal skills (e.g., active listening, cultural competence, responsiveness)
  • Excellent writing skills.
  • Ability to balance completion of designated projects, both short and long term, with the execution of routine duties.
  • Ability to meet short deadlines and willingness to work additional hours during deadline periods.
  • Demonstrates computer competence including Microsoft Word, PowerPoint, Outlook and Excel
  • Written and oral French fluency required
  • Written and oral English fluency required
  • Written and oral Kirundi fluency strongly desirable
