Technical Assistance Panel Chair - Australia Awards (Africa)

Background:

GRM International, on behalf of The Department of Foreign Affairs and Trade (DFAT), will be conducting a tender for Education Providers to deliver Africa Fellowships in the 2015-17 cycle.

The tender will seek education providers to deliver the Australia Award Africa Fellowships.  Australia Awards Africa Fellowships are formal courses of study or training, delivered in Australia and Africa, of less than three months duration, delivered by an approved Australian higher education provider.

The Role: 

As part of this process, GRM is seeking to engage a short term consultant to participate as the Chair of the Technical Assessment Panel (TAP).  Three separate TAPs are to be conducted for each to the key policy areas: Extractives, Agriculture and Public Policy. The Chair of the TAP will work across all three TAP processes, covering the following courses:

Extractives
  • Workforce planning and development for extractives
  • Planning, monitoring, and implementing extractives investments
  • Local economic and social development in extractives
  • Fiscal frameworks for extractives industries
  • Managing mine closures
  • Mineral and energy economics
Agriculture 
  • Increasing the development impact of agricultural research
  • Agribusiness
  • Irrigation and water resources management for agriculture
Public Policy 
  • Ocean governance and sustainable fisheries
  • Trade policy and negotiations
  • Public-Private infrastructure partnerships
  • Diplomacy and negotiating skills
The consultant will lead the Technical Assessment Panel (TAP) and to evaluate all compliant Technical Capability Statements for Australia Awards Africa Fellowships courses (mentioned below). The TAPs will be conducted via telephone. The basic requirements of the TAP are:
  • TAPs are to be conducted in accordance with Commonwealth Procurement Rules to assess all compliant tenders in the above mentioned course(s) and score them against the nominated Technical Criteria
  • be available to participate in the TAP during the period   27 November – 19 December 2014
  • Participate in the TAP teleconference on the final day of the TAP process.

Selection Criteria 

  • Prior experience on TAPs evaluating proposals for short courses
  • Extensive, 10-15 years, experience in international development, preferably within a scholarships environment
  • Relevant post-graduate qualifications
  • Experience with DFAT and Commonwealth Procurement Rules (CPR) requirements

Fee rates and number of input days:

Total Inputs will be based on the numbers of compliant tender submissions received.  This role is evaluated at a Job Category C, Level 4 on the Adviser Remuneration Framework, and the rate offered will be commensurate with the consultant’s level of experience.  

Probity – Protecting the Integrity of the Contractor Selection Process

The Australia Awards Africa Fellowships TAP process is conducted on a strict commercial –in- confidence basis. TAP members must declare they have no commercial or other interest in any of the tenders or tendering institutions.  TAP members are also required not to discuss the deliberations of the TAP with a third party.
