Armed Violence Reduction project officer

DCA is looking for an experienced Project Officer to implement DCA Libya’s activities on Armed Violence Reduction (AVR) and Risk Education (RE) related to Explosive Remnants of War (ERW). The project forms an integrated part of a larger DCA intervention, which also includes psychosocial support activities, training and capacity development of national authorities and active citizenship. The activities related to this position will be implemented through national Libyan partner organisations.
The Project Officer will be responsible for developing campaigns relevant to the context of the ongoing hostilities, advocating and liaising with relevant Libyan authorities for stronger Small Arms and Light Weapons (SALW) and ERW control measures, and manage the implementation of the AVR/RE activities funded by the EU.
Currently, the project is implemented from Zarzis in Tunisia, which is the location of the DCA office until there are positive and permanent changes to the security situation in Libya. Skills and experience with implementation through partners in areas inaccessible to DCA staff are therefore crucial to the position, as is the ability to liaise and coordinate with relevant local authorities, e.g. the Libyan Mine Action Center and the committee for implementation of Armed Violence Reduction and Risk Education under the Ministry of Education.
****We are looking for:****
  • Proven abilities to develop campaigns on AVR/RE using different media platforms and targeting groups of beneficiaries at risk of ERW and armed violence
  • Experience in working with national partner organisations, including the ability to assess and address organisational and staff development and capacity needs as well as planning and coordination of partner activities in a participatory manner
  • Experience in conducting needs assessments for AVR and RE
  • A keen ability to develop and implement monitoring and evaluation plans for partner based implementation with no in country DCA staff access
  • Proven skills in advocacy work and a strong sense of diplomacy
  • Previous experience in working with EU funding and an understanding of project management including financial and logistical aspects as well as recording and analysis of data
  • Cultural sensitivity and understanding of the political context in Libya
  • Fluency in written and spoken English required, Fluency and/or knowledge of Arabic desirable
