Job Description
General roles and responsibilities:
The International Technician (Entomology and Vector Control) will play a key role providing technical input Entomology and Vector Control activities of National Malaria Control Programme (NMCP) ensuring the technical skills for quality of services and upgrade the entomology laboratory services and entomological surveillance, vector control and research/surveillance studies. S/he will work under Programme Manager of NMCP with technical guidance from and coordination with a Malaria Technical Adviser.
This includes, but not limited to:
1. Assist and work in ensuring the technical skills for quality of services and upgrade the Entomology laboratories and entomological surveillance;
2. Assist in planning, implementation and Monitoring and Evaluation of mass and regular distribution of Long Lasting Insecticide Treated Nets (LLINs) and Indoor Residual Spraying;
3. Facilitate and coordinate training programmes;
4. Facilitate and coordinate for revision of forecasting, planning, distribution and utilization of logistics provided;
5. Assist to carry out research/surveillance studies; and
6. Assist Senior Entomology and Vector Control Officers in planning for day-to-day operational management of the plan.
a. From 1May 2015 to 31March 2016
Specific roles and responsibilities:
- Guide Senior Entomology and Vector Control Officers in planning and Monitoring and Evaluation of the activities to be carried out as per work plan of Global Fund NFM grant and national plan;
- Assist national entomology teams for identification of mosquito vectors and conduct surveillance confidently and entomology surveillance effectively;
- Assist for strengthening the capacity and skills of officers attached to the four regional entomology teams in identification of mosquito vectors and conduct surveillance confidently and entomology surveillance effectively;
- Assist for establishment and sustainability of the newly built four Regional Entomology laboratories by improving knowledge and skills;
- Assist national entomology team to carry out insecticide resistance monitoring, reporting, recording and maintenance of database;
- Assist four regional entomology teams to carry out insecticide resistance monitoring, reporting, recording and maintenance of data base;
- Coordinate and facilitate the national entomology team to carry out ELISA (Enzyme Linked Immunosorbent Assay) for incrimination of malaria vectors under the technical guidance of a Malaria Technical Adviser;
- Assist NMCP for supply chain management of entomology reagents and equipment;
- Assist relevant officers for maintenance of equipments for sustainability and accuracy;
- Assist for strengthening the understanding and technical capacity of vector control officers on mass and continuous distribution of LLINs by training on implementation, monitoring and evaluation of the LLINs distribution;
- Assist for planning, implementation, monitoring and evaluation of Indoor Residual Spraying;
- Assist for training on GIS (Geographical Information System) for vector control and entomology surveillance (including disease surveillance);
- Facilitate and develop knowledge and skills on all steps of forecasting and buffering of LLINs, insecticides, protective clothes and spray machines;
- Facilitate and develop knowledge and skills on all steps of forecasting and buffering of entomological equipments and reagents (including specifications);
- Facilitate for entomology surveillance for research studies with coordination of a Malaria Technical Adviser whenever necessary; and
- Assist Senior Entomology and Vector Control Officer for planning day to day operational management of the plan whenever necessary.

7. Duly Filled National Insecticide Susceptibility test and Entomology Surveillance database;
8. Duly filled four Regional Insecticide Susceptibility test and Entomology Surveillance database;
9. Yearly Estimation of Entomology equipment and reagents;
10. Yearly Entomological Equipment Maintenance register;
11. Verified monthly LLINS Mass distribution Reports;
12. Verified monthly Indoor Residual Spraying Reports;
13. Verified GIS maps of Entomological surveillance, insecticide susceptibility test monitoring sites, IRS and LLINs sites and vector breeding places;
14. Estimates of LLINS, IRS equipment and protective clothes report verified by a Malaria Technical Adviser; and
15. Brief report to the National Malaria Control Programme and Division of Global Fund on the relevant counterparts staff‘s progress against the plan on a quarterly basis.
b. From 1st of April 2016 to 30th March 2017

Qualification
· First university degree in Medical Entomology or other field of vector control from a recognized university
· Advanced degree (masters level or above) in Entomology and Vector Control is preferred
Experience
· At least 10 years of experience in:
o planning, implementing, coordination, monitoring and evaluation of malaria vector control programmes;
o Entomology surveillance, entomology laboratory techniques including Enzyme Linked Immunosorbent Assay (ELISA) for P. falciparum and P. vivax sporozoites detection; and
o Geographical Information System
· Practical and field experience on monitoring and managing insecticide resistance
· Experience in epidemiology of malaria transmission dynamics and impact of vector control interventions
· Experience in working in malaria endemic countries
· Experience in working in Southeast Asia countries is an asset
