General introduction:

The following are eligible to apply:

Staff members with at least five years of continuous service with the Office are encouraged to apply and will be given special consideration at the screening and evaluation stage.

In accordance with the Staff Regulations and letters of appointment, successful candidates for positions in the Professional category would be expected to take up different assignments (field and Headquarters) during their career, the desirable length of an assignment in any specific position being two to five years, following which the incumbent should be willing to move to another assignment and/or duty station.

The specific language requirements for this position are detailed hereunder. INTRODUCTION
The position is located in the International Labour Review Section (REVUE) of the Research Department (RESEARCH). The International Labour Review (ILR) is the world's leading multidisciplinary journal of labour market institutions and economics. It has been published since 1921, by the ILO up to 2007 and by Wiley-Blackwell since 2008.

Published quarterly in English, French and Spanish, its aim is to advance academic research and inform policy debate and decision-making by bringing together the original work of lawyers, economists, sociologists, political scientists and industrial relations specialists on a broad range of labour market policy and social protection concerns.

The purpose of the position is to produce the Revue internationale du Travail, the French edition of the ILR, upholding the journal's commitment to an editorial policy that combines accessibility and readability with rigorous, insightful analysis and the highest scholarly standards. The position reports to the Chief of REVUE.
Description of Duties
Specific duties

1. Produce and finalize commercially publishable French versions of difficult research papers and book reviews in original English and Spanish, either through self-revised translation or by revising out-sourced translations.

2. Coordinate and supervise the entire production process of the Revue to quarterly production deadlines, including editing, translation, selection of translators, revision, copy-preparation and proof-reading in cooperation with PRODOC, and signing off on final proofs.

3. Edit, redraft as required and finalize for publication highly technical research papers from a range of disciplines (particularly economics and law) to ensure that they meet the highest scholarly standards, including accuracy, coherence, clarity and presentation in accordance with the ILR's editorial policy aims and style.

4. Correspond with authors to secure approval of edited articles and, as may be required, to clarify substantive and referencing issues.

5. Write abstracts of ILR articles capturing the main message of research on complex issues.

6. Maintain a network of free-lance translators selected for their ability to meet the journal's standards of technical accuracy and readability in French.

7. Occasionally conduct the preliminary evaluation of unsolicited manuscripts as may be required to assist the Managing Editor.

8. Keep abreast of developments and new topics in relevant research and policy, both within the ILO and internationally, taking an active interest in the terminology, conceptual frameworks and analytical categories of the various disciplines.

These specific duties are aligned with the relevant ILO generic job description, which includes the following generic duties:

1. Evaluate the suitability of manuscripts for issuance or publication with particular reference to the mandate for the manuscript and the organization's publishing policy, and take into account quality, purpose and target readership, and if applicable, peer reviews. Recommend whether manuscripts should be accepted, subject to varying degrees of editing, rejected or referred back to the originating unit.

2. Review and revise texts of editors at lower levels and provide training and guidance to less experienced staff and contractual editors.

3. Carry out, under own responsibility, the full editing of documents, including rewriting, abridging, simplifying or restructuring texts for greater clarity, readability, consistency and better logical sequence. Identify and reformulate or delete passages likely to have adverse consequences for the organization. Clarify ambiguities and correct substantive and other errors in consultation with the appropriate specialists.

4. Establish the master text to be followed by other language editions. If in charge of a language edition, take overall responsibility for coordinating the editing, translation and revision of its contents, and work with colleagues to ensure the concordance of all language editions.

5. Determine presentation and layout in consultation with the originating units and technical specialists, provide final editorial clearance and sign final proofs.

6. Respond to internal and external queries on editorial practice, provide technical advice and contribute to the establishment of editorial procedures and guidelines.

7. Determine schedules for the finalization and distribution of all documentation for the Governing Body and its committees. Prepare instructions for the assembly of all documents, and ensure the observance of deadlines. Draft and edit documents, minutes, records of decisions, reports and working papers for the Governing Body and its committees.

8. Define the general conception and the editorial lines of a periodical publication. Decide on themes for each issue and the overall presentation.

9. Attend meetings in order to assist staff of substantive units and delegations with the drafting of documentation and reports, and provide expert advice on editorial matters. Organize and conduct meetings associated with publications and represent the work of the unit at external meetings.

10. Translate texts as appropriate.
Required Qualifications
Education
Advanced-level university degree in a social science, languages or law or first level with two years relevant experience in addition to the experience below.
Experience
At least seven years of professional experience in writing, translating, revising and/or editing, with strong technical specialization in social and labour issues internationally.

Perfect command of French and proficiency in English and Spanish.
Competencies 
In addition to the ILO core competencies, this position requires:

Technical competencies - Considerable depth of knowledge and understanding of a broad range of subjects, or a high degree of knowledge and understanding of a particular substantive field. Excellent editing skills and drafting ability. Ability to retain the appropriate intentions and factual content of documents in a manner suited to the target audience. Ability to evaluate manuscripts for publications, justifying their acceptance or rejection. Good knowledge of the subject matter dealt with by the organization. Familiarity with the organization's policies, programmes and procedures. Ability to plan and organize work. Ability to guide and advise lower level staff on the editorial aspects of electronic publishing. Broad general knowledge coupled with a particular interest in and familiarity with social and labour research issues. Ability to produce accurate and readable self-revised translations is essential. Ability to work creatively and independently to commercial publishing deadlines, exercising critical judgement on issues of methodology, coherence and structure.

Behavioural Competencies - An aptitude for teamwork is essential; Open-minded willingness to learn more about relevant issues and concepts in law, economics, sociology and development studies; Ability to plan and organize work with a view to meeting quarterly publishing deadlines and producing high-quality results; Excellent written communication skills and tact in interacting with high-level academic experts and researchers; Adaptability. The ability to work in a multicultural environment and gender-sensitive behaviour and attitudes are also required.
Additional Information:
Evaluation (which may include one or several written tests and a pre-interview competency-based assessment centre) and the interviews will tentatively take place between May and August 2015. APPENDIX II CONDITIONS OF EMPLOYMENT
- Any appointment/extension of appointment is subject to ILO Staff Regulations and other relevant internal rules.
- The first contract will be issued for a twelve-month period (for Geneva-based positions) and a twenty-four month period (for non Geneva-based positions)
- A successful external candidate will be on probation for the first two years of assignment.
- Any extension of contract beyond the probation period is subject to satisfactory conduct and performance.

Please note that the above salary levels are determined according to the criteria established by the International Civil Service Commission. The ILO is international public sector employer and salary and other employment conditions are not negotiable.

Other allowances and benefits subject to specific terms of appointment:
  • Children's allowance (except for the first child if the dependent rate of salary is paid in respect of that child);

Salaries and emoluments are exempt from taxation by the Swiss authorities and, on the basis of international agreements or national law relating to presence or residence abroad, are generally exempt from taxation by other governments. In the absence of exemption, in most cases tax paid will be reimbursed in accordance with an ILO document which will be supplied upon request.

While the successful candidate will be initially working in Geneva, he/she may be assigned to any duty station designated by the Director-General of the ILO.
