HR Adviser - DR Congo

The humanitarian needs in the eastern Democratic Republic of the Congo (DRC) are immense. Close to two million people are internally displaced and an estimated 450,000 Congolese have sought refuge in neighbouring countries. With a long history of conflict and weak governance, the majority of DRC's population is severely impoverished and deprived of basic services and infrastructure such as roads, drinkable water, electricity, schools, education and health centres. NRC is providing protection and assistance to its beneficiaries in DRC through the following activities: Education, Shelter, Information, Counselling and Legal Assistance (ICLA), Water, Sanitation and Hygiene (WASH), Food Security (FS) and Advocacy. We are now seeking a HR Adviser who first and foremost will work with; revision of the Terms of Employment for national staff, aligning NRC's new salary grid system with national law. Generel HR administrative work in the country programme does not fall within the responsibility area of this position.

Job description

  • Revision of the Terms of Employment for national staff, according to NRC HR Handbook requirements and national law
  • Align the new NRC salary grid system, ensure compliance with national law
  • Develop Plan of Action, secure alignment with local HR Plan of Action
  • Secure the implementation of the Performance Management System
  • Train and support HR Staff and line managers in relevant HR processes
  • Serve as support to the new planned organisational set up of NRC country operations (CO-OP)

Qualifications

  • Minimum 3 years of relevant Manager/Adviser experience within the humanitarian field
  • Experience from working in complex and volatile contexts
  • Professional knowledge in HR
  • Documented results related to conducting analysis/ change/ implementation of systems
  • Fluency in English and French, both written and verbal
  • Broad knowledge of the Congolese labour law, an asset
  • Knowledge of Regional and/ or DR Congo context

We offer

  • Contract period: 6 months
  • Start date: As soon as possible
  • Salary/benefits: According to NRC’s general directions and free housing of moderate standard.
  • Duty station will be Goma with 30% travel to the field locations. This is a non family posting. Recreational and social facilities are limited, and accommodation is modest. International staff members are required to live in joint accommodation.
