Job Description
General roles and responsibilities:
The Adviser will provide ongoing technical support and expertise throughout the period of contract to the National Malaria Control Programme (NMCP) and assist MOH in overall management of NMCP. This includes, but not limited to:
1. Assist MOH in planning, implementation, monitoring and evaluation of NMCP;
2. Assess national health needs, review and support overall malaria control programme with emphasis in surveillance, prevention, treatment, epidemic prevention and control, malaria stratification, vector control for programme planning and evaluation;
3. Assist MOH in planning, implementation, monitoring and evaluation of Global Fund grant for malaria;
4. Monitor and support implementation of national plan for prevention and control of malaria including LLIN distribution and Indoor Residual Spraying (IRS);
5. Review planning, distribution and utilization of logistics provided by development partners or donors;
6. Assist in strengthening the national laboratory network for malaria microscopy including laboratory quality control systems;
7. Liaise and coordinate with other malaria control projects including the Global Fund;
8. Facilitate and coordinate malaria training programme; and
9. Collaborate with the national and international research and training institutes;
10. Assist for the strengthening the information, education and communication (IEC) and behavior change communication (BCC) for malaria control and prevention.

Specific roles and responsibilities:
1. Assist for the preparation of the 2015 Annual Report of the National Malaria Control Programme;
2. Assist for preparation of Annual and District Malaria Profiles 2015;
3. Assist Programme Manager and national staff of NMCP in planning of the activities to be carried out as per work plan of Global Fund NFM grant and national plan;
4. Assist for monitoring and evaluation and supervision (implement routine supportive supervision at all levels, integrated with M&E where appropriate);
5. Assist NMCP in training and preparation of district targets with the relevant officers to be implemented in 2016;
6. Assist and guide for implementation and monitoring & evaluation of the Revised Insecticide Resistance Management Strategy 2015-2020 and action plan;
7. Assist for implementation of the guidelines and formats to carry out reactive based case detection and M & E;
8. Assist for training and implementation of the pre-elimination guidelines and formats in 5 districts by 2017;
9. Assist for stratification of the districts and sub districts based on the malaria receptivity and implementation of malaria control and prevention based on malaria receptivity;
10. Guide and facilitate for Training of Trainers (TOT) on for the training of the clinicians and clinical nurses on revised National Malaria Treatment Protocol (treatment for uncomplicated malaria);
11. Training for improvement of knowledge and skills to carry out ELISA test for malaria vector incrimination and blood meal identification;
12. Assist for strengthening the capacity of entomology and vector control officers for selection and implantations of the evidence based vector control programme based on the entomology surveillance data collected;
13. Training of national and district based health personnel in targeted areas, in epidemic preparedness and outbreak response as well as effective contingency planning in the event;
14. Assist for strengthening community based activities and services - delivery, use and quality - Support diagnosis and treatment at moderate and high risk villages by the Community Health Volunteers of complex emergencies guidelines and formats;
15. Assist to develop knowledge and skills on all steps of forecasting and buffering and distribution plan of LLINs, insecticides, protective clothes and spraying equipments and protective clothes;
16. Assist to develop knowledge and skills on all steps of forecasting, buffering and distribution plan of RDT, laboratory reagents and equipments and specifications;
17. Assist to develop capacity to prepare LLINs mass distribution and IRS plan, implementation, and M and E;
18. Assist National Laboratory for strengthening the laboratory network, including quality assurance systems by preparation of the SOPs for malaria microscopy, RDT and reporting and recording;
19. Assist NMCP and National Health Laboratory to improve capacity for preparation of the proposal, implementation, monitoring and evaluation, analysis and writing the report to monitor the therapeutic efficacy of antimalarials;
20. Assist for understanding and improvement of capacity to prepare verified Progress Updates/Disbursement Request (PU/DR) and quarterly reports based on the Performance Framework of Global Fund NFM grant;
21. Assist for identification of research priorities related to malaria control and prevention in the country with collaboration of the national and international experts and institutions/training institutions;
22. Assist for preparation and entering data to the training database to avoid duplication of the training of trainers; and
23. Assist programme manager in planning day-to-day operational management.

7. Chart on stratification of the districts and sub districts based on the malaria receptivity and implementation of malaria control and prevention based on malaria receptivity
8. Training on revised National Malaria treatment Protocol;
9. Annual Entomology Surveillance Report 2015;
10. Estimates of antimalarials, RDTs, entomology reagents and equipments, laboratory reagents and equipments use for malaria microscopy for 2016 and 2017;
11. Therapeutic efficacy test report;
12. Verified PUDRs;
13. Research priorities 2017;
14. SOPs for malaria microscopy, RDT and QC;

16. Brief report to the National Malaria Control Programme and Division of Global Fund on the relevant counterparts staff‘s progress against the plan on a quarterly basis.

23. Guide for LLINs mass distribution implementation, M and E, and reporting;
24. Assist for refresher training to relevant officers of NMCP and National Health Laboratory to improve capacity for preparation and implementation of the proposal to monitor the therapeutic efficacy of antimalarial;
25. Assist for planning, implementation and M and E of the funded research proposal when necessary; and
26. Assist Programme Manager for planning day-to-day operational management of the plan.

Qualification
- Postgraduate degree in malariology, public health or related field from a recognized university
Experience
- At least 10 years of experience in planning, management, monitoring and evaluation of malaria prevention, control and elimination programmes
- Experience in development of malaria databases
- Experience in undertaking malaria related surveys
- Experience in development of capacity of the national programme team
- Experience in working in malaria endemic countries
- Experience in working in Southeast Asia countries is an asset
- Technical working experience in management of Global Fund supported malaria control programmes is preferred
