Project Manager for the Review and Drafting of the revised Education Act for Namibia, Windhoek, Namibia

Purpose:
UNICEF, the world’s leading organization working for the rights of children, seeks a consultant to to identify and enact improvements in The Education Act of 2001 based on the 4th National Development Plan and other new policies, having regard to the experiences of stakeholders and those responsible for administering the Act since its inception, and to developments that have taken place since that time. The consultant will be required to provide administrative support the Ministry of Education and UNCEF Namibia in organizing, facilitating and documenting these consultations and ensure that inputs are included in the revised draft Act as appropriate.

Minimum requirements and competencies:
• Post Graduate degree in Law, Public Administration, Education or related field

• At least 7 years’ experience in public services management, preferably in education sector

• Experience in project management

• Experience in working in international environment

• Proven ability to: (i) handle multiple tasks under pressure with short deadlines; (ii) ability to work independently, seeking guidance on complex issues; and (iii) excellent interpersonal skills, proven team orientation and the ability to work across unit boundaries

• Proven track record as a team member or/and a team leader

• Experience in working with UNICEF and Government Ministries considered as advantage

• Knowledge and experience with EU funds or donor funding considered as advantage

• Excellent knowledge of spoken and written English, with advanced computer skills in MS office programmes
