Partners In Health is leading an effort to combat the Ebola outbreak and rebuild health systems in West Africa, working alongside an outstanding grassroots organization—Wellbody Alliance in Sierra Leone. These groups are already working to train health workers, identify sick patients, and deliver quality care. As the epidemic advances, these groups need support to provide comprehensive prevention, care, and treatment. PIH is committed to supporting the delivery of comprehensive health services in Sierra Leone, and to work in concert with our partner organizations’ community and health center efforts.
The District Clinical Director leads PIH's to strengthen the health system in the district through integrated clinical support at the community, health center and hospital levels. The DCD partners with local government and health care leaders and works closely in the district with the District Operations Manager. S/he also collaborates with the Chief Clinical Officer, clinical program leads and other central functional leads at PIH.
Specific Responsibilities:
- Collaborate with other PIH leaders, as well as our partner organizations and health authorities to plan, develop, implement, and evaluate clinical program activities and strategy.
- Manage the execution of our strategy through clinical teams who are delivering care as well as technical assistance and training in the district hospital, health centers and communities, and the MEQ team that supports this work.
- Support the staff development in program management, development, implementation, and evaluation.
- Ensure health programs utilize standardized protocols, policies, and guidelines according to the Ministry of Health and other applicable institutions
- Manage the district clinical budget.
Qualifications:
- MD or RN, or equivalent medical training and board certification in a medical specialty.
- Extensive experience in public health, public administration, health care management, or international development required; strong clinical skills required (ER/ICU/ID).
- At least 2 years of experience developing, managing, implementing, and evaluating clinical improvement projects in low-resource settings.
- 2-3 years of supervision and management experience of staff required.
- High level of comfort analyzing, interpreting, and organizing quantitative and qualitative data.
- Strong administrative and organizational skills, especially the ability to plan, organize, and follow through with a variety of constituencies, handle multiple assignments, prioritize work flow, adapt to fluctuating workload, and meet deadlines.
- Experience working in an emergency setting or disaster relief strongly preferred.
- Ability to live in West Africa full-time required.
- Ability to collaborate professionally with culturally diverse colleagues and constituencies.
- Ability to work independently and take initiative, as well as work cooperatively with a diverse team.
- Proven commitment to social justice and human rights.
- Evidence of providing culturally sensitive and competent quality care in an extremely stressful environment.
