District Clinical Lead

Partners In Health is leading an effort to combat the Ebola outbreak and rebuild health systems in West Africa, working alongside an outstanding grassroots organization—Wellbody Alliance in Sierra Leone. These groups are already working to train health workers, identify sick patients, and deliver quality care. As the epidemic advances, these groups need support to provide comprehensive prevention, care, and treatment. PIH is committed to supporting the delivery of comprehensive health services in Sierra Leone, and to work in concert with our partner organizations’ community and health center efforts.
As a District Clinical Lead in Sierra Leone, you will work collaboratively with the local government and our sister organization communities in order to provide clinical care and to strengthen the health systems. The District Clinical Leads will also play a central role in the implementation of PIH’s ongoing Ebola response, working in close collaboration with district and central clinical leadership and the existing national and international, short- and long-term PIH staff. Additionally, you will provide training on infection disease control and will develop clinical learning programs for hospital staff and current medical students.
Specific Responsibilities:
Serve as Clinical Lead of assigned district or district hospitals in Kono and Port Loko Districts in Sierra Leone and related improvement project(s).
Hold day-to-day decision-making authority on strategic and operational issues within assigned facility.
Provide technical expertise in the areas of program development, management, implementation, and evaluation for clinical improvement projects.
Collaborate with clinical leadership, long- and short-term staff, and local staff to plan, develop, implement, and evaluate clinical program activities and strategy.
Ensure all activities within assigned facility are consistent with established best practices, acceptable international and national standards.
Work alongside clinical leadership on the ground to develop, implement, and evaluate clinical program activities and strategy.
Support the development of program management, development, implementation, and evaluation skillsets of fellow field staff.
Ensure health programs utilize standardized protocols, policies, and guidelines according to the Ministry of Health and other applicable institutions
Provide key programmatic insights and expertise in priority clinical areas.
Provide technical input during development of proposals and technical reviews.
Create and manage project related budgets.
Coordinate closely with other parts of the PIH Sierra Leone team, including finance, communications, development, nursing, advocacy, international operations, and training as appropriate.
Adhere to the health and safety protocols outlined in the PIH Ebola Response Code of Conduct.
Qualifications:
MD or RN, or equivalent medical training and board certification in a medical specialty.
Extensive experience in public health, public administration, health care management, or international development required; strong clinical skills required (ER/ICU/ID).
At least 2 years of experience developing, managing, implementing, and evaluating clinical improvement projects in low-resource settings.
2-3 years of supervision and management experience of staff required.
High level of comfort analyzing, interpreting, and organizing quantitative and qualitative data.
Strong administrative and organizational skills, especially the ability to plan, organize, and follow through with a variety of constituencies, handle multiple assignments, prioritize work flow, adapt to fluctuating workload, and meet deadlines.
Experience working in an emergency setting or disaster relief strongly preferred.
Ability to live in West Africa full-time required.
Ability to collaborate professionally with culturally diverse colleagues and constituencies.
Ability to work independently and take initiative, as well as work cooperatively with a diverse team.
Proven commitment to social justice and human rights.
Evidence of providing culturally sensitive and competent quality care in an extremely stressful environment.
Ability to be flexible and effective in the face of unexpected challenges.
Excellent communication skills verbal and written.
