NORCAP seeks hydrologists
NORCAP is a world leading standby roster which consists of more than 700 highly qualified women and men ready to deploy to international operations, at short notice. Through the NORCAP mechanism, we aim to provide those at risk with access to protection and to ensure that their rights are respected throughout the different stages of a crisis. In order to respond to our partners’ needs NORCAP is currently growing its capacity within technical areas of relevance for Disaster Risk Reduction (DRR) and Climate Change Adaptation (CCA), including withinhydrology.
Background
As the frequency and magnitude of natural hazards and extreme weather events are increasing, there is a growing vulnerability and lack of resilience of individuals, communities and nations to the risks posed by natural hazards in many countries. As a result, NRC and its partners are increasingly seeing the benefits of investing in strengthened preparedness and early warning systems, including climate services.
Effective climate services are vital to reducing vulnerability to climate impacts. However, 70 of the most vulnerable and least developed countries do not yet have access to usable and scientifically credible climate information and forecasts. In 2009, the Global Framework for Climate Services (GFCS) was established with a goal to pool the expertise and resources of a number of organizations together to enable better management of the risks of climate variability and change and adaptation to climate change, through the development and incorporation of science-based climate information into planning, policy and practice at all levels tailored to user needs. GFCS has four initial focus areas: Water management, Disaster Risk Reduction (DRR), agriculture and food security and health.

As an existing partner of UN agencies dealing with water management and as a new partner to the GFCS, NORCAP is now seeking experienced hydrologists interested in a challenge out of the ordinary which includes:
- Facilitation and coordination of project activities related to hydrology and water management (including impacts of climate change).
- Assisting in the tailoring of climate information products and services to the needs of various user groups at the national and sub-national levels with a focus on water management.
- Provision of technical assistance, advice to- and capacity development of national experts.
- Ensure facilitation of dialogue between users and providers of climate information in the water sector and improve products and services based on feedback from users.
- Networking with relevant stakeholders at all levels (hydro-meteorological offices, ministries and other state institutions, regional institutions, donors, NGOs, local communities and private sector).
- The hydrologist will work under the direct supervision of the receiving UN agency or national or regional institution.
Qualifications
- Advanced university degree (minimum at Masters level) in hydrology or related discipline, i.e. environmental sciences, natural sciences, disaster science and management.
- At least 5 years of working experience in national or international projects/programmes in a relevant field: i.e. hydrology/water management, environment, natural science, disaster science and management, preferably in a Post-Conflict / Post Disaster context.
- Experience in organizing workshops, conducting capacity development sessions and preparing technical reports and communication material.
- Proven facilitation skills to work and interact with multiple stakeholders, including UN agencies, donors, local communities, NGOs and government institutions and officials.
- Good interpersonal skills and inter-cultural, organizational and communication/negotiation skills.
- Demonstrated written, analytical, presentation, reporting and computing skills.
